The purpose of the Contractor Licensing Review Board (CLRB) is to carry out the rules for the contractor licensing program that were originally approved by the Johnson County Board of County Commissioners (BOCC) in August 2001.

They work to make sure contractors follow high standards of honesty, skill, and good practices in construction, and do this in several ways:

  1. They create bylaws to guide how the Board operates and holds meetings; and these must be approved by the BOCC.
  2. They create rules and regulations that follow the contractor licensing Resolution 076-24, which was set by the BOCC.
  3. They set the standards and course requirements for continuing education for licensed contractors.
  4. They are responsible for providing the guidance for the Program Manager who reviews applications and issues or renews contractor licenses.
  5. They hold hearings on issues such as license approvals, suspensions, revocations, renewals, reinstatements, and exams.
  6. And, in partnership with the Johnson County Department of Planning, Housing, and Community Development, they create a yearly budget for contractor licensing, which includes expected income, expenses, and fees. All money collected is tracked separately as part of the County budget, following County accounting rules.

This helps protect the safety, health, property, and well-being of the public.

 

Board Requirements

The CLRB has nine (9) members who each have experience in a specific trade. They are chosen by the BOCC and must either live in Johnson County, work for a company that has a Johnson County contractor license and is based in the county, or be a stakeholder in one. These members volunteer their time and are not paid. Each member of the CLRB, except for the one who represents the general public, must be active in their trade or profession and also need to have at least five years of experience in that trade or profession. Members serve 4-year terms and stay in their position until someone new is chosen and ready to take over. Members can be reappointed for another term, but that decision is up to the BOCC.

The CLRB meets in-person, unless otherwise notified, on the second Wednesday of each month at 3:30 PM at 111 S Cherry Street, Olathe, KS 66061.

Committees

The CLRB Education Committee was first created by the Contractor Licensing Review Board (CLRB) on March 7, 2002. It was updated and reorganized on September 11, 2024. The committee's main job is to give the CLRB advice and suggestions about continuing education for contractors who are licensed and regulated by the board.

Objectives / Functions

  1. Make themselves aware of current and future academic trends in adult continuing education.
  2. Provide recommendations for continuing education requirements such as; the number of hours required annually, and code credit and non-code credit criteria.
  3. Review the Division Manager’s recommended courses for approval against criteria set in Objective/Function #2.
  4. Expand the network of instructors for teaching/presenting.
  5. Establish templates for education practices, as needed.
  6. Develop policies or procedures as requested by the Contractor Licensing Division Manager or CLRB.
  7. Research and validate accrediting bodies for transcript reviews.
  8. Develop and support enforcement of rules for best practices in continuing education.
  9. Develop and support enforcement of regulations for contractors licensed under Resolution No. 076-24 to obtain continuing education credit, such as a Code of Conduct for attendees, attendance policies, partial credit policies, or no-show policies.

 

Committee Member Requirements

Members of the CLRB Education Committee serve 2-year terms. The committee is a permanent group with seven (7) members, who are chosen by the CLRB. All members should have education/experience in Organizational Development, Education, Curriculum and Instruction, Human Resources, Industrial and Organizational Psychology, Instructional Design and Technology, Business Education, Vocational Technical Education, or a relevant field.

CLRB Education Committee meetings are held virtually at 1:00 PM on the Monday before the CLRB meeting each month.
