The Johnson County Building Officials Association (JOCOBO) Constitution is a body of fundamental principles, establishes precedents, and sets Objectives, Memberships and Dues, Officers, Board of Directors, and Meetings and voting.

Constitution of the Johnson County Building Officials Association

Article I - Name

The name and title of this Association shall be known as the Johnson County Building Officials Association. Hereinafter known as the "Association."

Article II - Objectives

Objective 1 Through active participation and cooperation, The Association aims to create a system whereby the individual jurisdictions within the county can adopt construction codes and procedures that promote uniformity.

Objective 2 - Through the format of meetings, resolutions, ordinances and inter­ local agreements, the Association will assume a role of leadership progressing toward an enhanced level of construction uniformity, professional certifications, licensing and education, to better protect the citizens and structures within Johnson County, Kansas

Objective 3 - Through adherence to our adopted MISSION/VISION STATEMENT, the Association shall promote integrity, honesty and uniformity in application of the stated objectives of this Article.

Article III - Membership and Dues

Section 1. - Membership - All membership must be consistent with the objectives of this Association. Membership shall consist of the following classifications, and any other such classifications as adopted into the bylaws of the Association.

Active full-voting member - Each governmental jurisdiction within Johnson County Kansas shall be eligible for full voting membership. Any individual actively employed as a Building Official, Codes Administrator Code Official, representing a governmental

unit, or a designated representative of said jurisdiction, whose duty is to enforce and administrate the laws, ordinances, statues, regulations or provisions relating to building construction and model construction codes, shall be eligible as a full voting member.

Further eligibility for levels of membership, other than active full-voting members, shall hereinafter be defined through the adopted By-laws of the Association.

Section 2 - Membership Dues: Annual membership dues shall be due and payable to the Association at the beginning of each calendar year and shall be non-refundable. The dues amount for membership shall be fixed by the Board of Directors

Article IV - Officers

Section 1 - Election: Officers shall be elected at the first regularly scheduled meeting of the Association, each calendar year. The officers of this Association shall consist of a President, a Vice-President, a Secretary, a Treasurer, and an immediate past­ president, who shall serve as full voting officer. These officers shall constitute the Association Board of Directors and shall have those powers as set forth in the by-laws of this Association. Terms of office shall run concurrent with the individual’s terms as a member of the Board of Directors.

Section 2 - Eligibility: Officers who lose eligibility as an active member or discontinue active membership may not continue to serve as an officer of the Association and shall be supplanted by a qualifying member of the Association at the next regularly scheduled Association meeting.

Section 3 - Qualifications: Only Active level members may serve as officers for the Association.

Section 4 - Powers and Duties of Officers: Officers shall have powers and duties such as are indicated by the title of their offices, and as set forth by the adopted Constitution and By- Laws of this Association.

Article V - Board of Directors

Section 1 - General Powers: The Business and affairs of the Association shall be governed by the Board of Directors.

Section 2 - Powers and Duties: The Board of Directors shall serve as the Governing body of the Association as related to all business and affairs of the Association. The board of Directors shall have the powers and duties as prescribed in the adopted Constitution and By- Laws of the Association.

Section 3 - Terms of Office: The Board of Directors shall consist of 5 (five) members. The Board of Directors membership shall be appointed for a term of office for 4 (four) years, except for the members first appointed, of which two shall serve 3 (three) years, one shall serve 2 (two) years, one shall serve (1) year.

Vacancies occurring before the expiration of a term shall be filled in the manner of the original appointment for the remainder of the unexpired term. The Board of Directors shall serve without compensation. Board service shall convene annually at the beginning of said ca1endar year.

No member of this Association may be elected to more than 2 (two) successive terms of office as Director.

Article VI - Meetings and Voting

Section 1 - Meetings: Meetings of the Association and the Board of Directors shall be held in strict accord with the adopted By-laws of the Association.

Section 2 - Meeting Schedule: Meetings shall be held monthly, or whenever deemed necessary by the Board of Directors, the President, or the majority vote of the membership present.

Section 3 - Voting: In all transactions relating to, or requiring an official determination of this Association, each active full-voting member shall be entitled to one vote. No member may be entitled to vote while membership dues of the member are in arrears. Voting shall be held in strict accord with the adopted By-Laws of the Association.

Article VII - Amendments

This Constitution may be amended or repealed at any Association meeting, by a referendum vote of two-thirds of the members present and voting.

Article VIII - Establishment of Constitution

The majority vote of the governmental jurisdictions represented and voting for the establishment of this Constitution, shall be sufficient for the adoption of same.

ADOPTED AND ESTABLISHED at the meeting of governmental jurisdictions represented for the establishment of this Constitution for the Johnson County Building Officials Association, held in the county of Johnson, state of Kansas, this 18th day of November 1998
