Low-Income Energy Assistance Program: Background and Tips

The Homestead Refund is a rebate program for the property taxes paid by Kansas homeowners. The maximum refund is $700.

To qualify, you must have lived in Kansas for all of 2023 and have a household income of $40,500 or less with 50% of Social Security and SSI benefits included in the income calculation.

You must also be either born before Jan. 1, 1968; or blind or totally and permanently disabled all of 2023; or have a dependent child who was age 1-18 for all of 2023.

SAFESR is a property tax refund program referred to as “Kansas Property Tax Relief for Low Income Seniors.”

The refund is 75% of the 2023 general property tax. To qualify for the SAFESR refund, you must have been a Kansas resident all of 2023, owned a home valued less than $350,000 in Kansas during 2023, were age 65 or older for all of 2023, and had a household income of $23,700 or less in 2023.

Seniors or Disabled Veterans/SVR is the newest property tax refund option enacted in 2022 to freeze property taxes at the base year. The base year is when you become eligible for the refund.

To qualify for SVR, you must have a household income including 50% of Social Security and SSI benefits of $53,600 or less own a home valued at $350,000 in the base year (but remains eligible if the valuation rises), were 65 or older for all of 2023 or a disabled veteran.
