Douglas Jones, CGAP, CIA, CRMA – County Auditor
Doug was appointed County Auditor by the Johnson County, Kansas Board of County Commissioners in January 2025. He has over 36 years of private and government auditing experience. Before joining Johnson County government, Doug spent 31 years auditing Kansas City, Missouri, government, the last 11 1/2 years as the City Auditor.
Doug is a Certified Government Auditing Professional and Certified Internal Auditor and holds a Certification in Risk Management Assurance. He has Bachelor of Business Administration degree in Marketing and a Master of Business Administration degree from Wichita State University.
Since 2016, Doug has been a member of the United States Comptroller General’s Domestic Working Group. He is the current chair of the Mid-America Intergovernmental Audit Forum Executive Committee. Doug is the past chair of the Association of Local Government Auditors Advocacy Committee and continues to be active in this committee.
Tanner Banion, CIA - Staff Auditor II
Tanner joined Johnson County Audit Services in July 2022. He has more than a decade of experience working in the local, state and federal levels of government, including the U.S. House of Representatives, General Services Administration, State of Kansas, University of Kansas and City of Roeland Park, KS.
He holds two degrees from Kansas State University: a B.A. in Political Science and a Master of Public Administration. He is a member of the Association of Local Government Auditors.
Michelle Cleveland, CFE, CGAP - Senior Auditor
Michelle joined Johnson County Audit Services in March 2005 as a Staff Auditor. She was promoted to Senior Auditor in August 2012. Michelle has participated in over 25 performance audits in many different areas of the County government. Prior to joining Johnson County, Michelle worked for the Missouri State Auditor’s Office in Kansas City, MO as a Senior Auditor. In total she has over 20 years of experience working for government, over 16 years of that have been in auditing.
Michelle has a B.A. in Criminal Justice Administration from Park University in Parkville, MO. She is a Certified Fraud Examiner and an active member of the Association of Certified Fraud Examiners, Institute for Internal Auditor, Association of Local Government Auditors, and is the Awards Chair for the Kansas City Chapter of the Association of Government Accountants.
Michael Eglinski - Senior Auditor
Michael joined Johnson County Audit Services in July 2017. He has over 25 years of experience in local government auditing. He worked for the City Auditors Office and Mayor’s Office in the City of Kansas City, Missouri. He was the City Auditor for the City of Lawrence.
Michael has a Bachelor of Science degree in economics from the University of Kansas and a Masters of Social Sciences from Stockholm University. His master’s thesis was a case study of a performance audit conducted by the Swedish National Audit Bureau. He has been an active member in the Mid-America Intergovernmental Audit Forum Executive Committee and is active in the Association of Local Government Auditors.
John Halliday - Senior Auditor
John joined Johnson County Audit Services as a Senior Auditor in July 2015. He came to Johnson County with a wealth of experience in the audit, accounting, and banking industries; including Missouri Gas Energy, National Bank, Sprint PCS and RSM McGladrey.
John has a B.S. in Finance from the University of Nebraska – Lincoln. He is a Certified Bank Auditor and an active member of the Association of Local Government Auditors, Association of Government Accounts, and the Institute of Internal Auditors.
Kyra Sprenger - Staff Auditor II
Kyra joined Johnson County Audit Services in July 2022. She came to Johnson County with experience in the banking and financial services industry, including NBKC Bank and Security Bank of Kansas City. Kyra has a Bachelor of Business Administration degree in Finance and a Master of Business Administration degree from Midwestern State University in Wichita Falls, TX.
