Board of County Commissioners Monthly Recap: Feb. 2023

Rules of Order and Code of Ethics

The BOCC updated its Rules of Order and Code of Ethics.

Approval of BOCC Rules of Order

Approved final changes and modifications and adopted Rules of Order for the BOCC as amended. Vote: Passed 4-3.

Adoption of Code of Ethics

Adopted the amended Code of Ethics for Johnson County Government public officials. Vote: Passed 7-0.

Allocation of Coronavirus State and Local Fiscal Recovery Funds

The BOCC took several actions to allocate Coronavirus State and Local Fiscal Recovery Funds received from the United States Department of the Treasury towards several community investment programs. This is the second round of proposals from the spending plan. The county first allocated funding for community investment programs last October. Two remaining items will be presented in the coming months. SLFRF dollars must be spent by Dec 31, 2024. More information is available in this news release.

1. Funding for programs to enhance safety

Authorized the allocation of Coronavirus SLFRF received from the United States Department of the Treasury in the amount of $200,000 for the purpose of funding direct community investment programs to address keeping our families and communities safe. 

2. Funding for programs in workforce development

Authorized the allocation of Coronavirus SLFRF received from the United States Department of the Treasury in the amount of $3,500,010 for the purpose of funding direct community investment programs to increase workforce development capacity within Johnson County. 

3. Funding for programs to help small businesses

Authorized the allocation of Coronavirus SLFRF received from the United States Department of the Treasury in the amount of $2,073,520 for the purpose of funding direct community investment programs to address struggling creative small businesses within Johnson County, and the allocation of $50,000 from General Fund Reserves (Countywide Support Fund) for one-time direct payment to the Arts Council of Johnson County for assistance in administering these programs.

Grants for Aging and Human Services

In separate unanimous votes, the BOCC accepted two grants, one state and one federal, for the Aging and Human Services Department through the Johnson County Area Agency on Aging.

1. Grant for Senior Nutrition Program

Accepted a grant from the Kansas Department for Aging and Disability Services for State Fiscal Recovery Funds in the amount of $107,249 for the Senior Nutrition Program in Johnson County.

2. Reallocation of Senior Care Act funds

Accepted a grant from the Kansas Department for Aging and Disability Services in the amount of $101,161.68 for one-time reallocation of Senior Care Act funds.

Memorandum of Understanding

MOU for provision of crisis intervention assistance in several cities

Approved a Memorandum of Understanding between the Johnson County Board of County Commissioners and the cities of Merriam, Mission, Roeland Park, Fairway, Westwood, Westwood Hills and Mission Woods to provide crisis intervention assistance services. Vote: Passed 5-2.
