Board of County Commissioners Meeting Recap: Oct. 5, 2023

The Board of County Commissioners met on Thursday, Oct. 5 in the Hearing Room at the Johnson County Administration Building.

Chairman Mike Kelly was absent.

The Board issued proclamations commemorating the 78th anniversary of National Disability Employment Awareness Month in October and proclaiming Sept. 15 to Oct. 15 as Hispanic Heritage Month.

BOCC Agenda for Oct. 5, 2023

Bylaws for zoning boards, planning commission

In separate actions, approved bylaws of the Johnson County West Consolidated Zoning Board, Johnson County East Consolidated Zoning Board and Johnson County Planning Commission. Vote: Passed 6-0.

Contract for lighting retrofits to county buildings

Authorized a contract with Facilities Solutions Group to perform lighting retrofits for multiple county buildings as part of the Energy Efficiency Measures CIP program in the amount of $460,405. Vote: Passed 6-0.

Rezoning and plats for Stone Hill Manor

Approved a request from Harold Phelps, Phelps Engineering, applicant, on behalf of Aaron and Christen Stoffer, landowners, for rezoning from RUR to RN-2 and preliminary and final plats for a four-lot residential subdivision to be known as Stone Hill Manor located at 2550 W. 171st St. in Aubry Township. Vote: Passed 6-0.

CUP renewal for seasonal Jack’s Hollow event

Approved a request from Don Doleshal, applicant, on behalf of Tammy Doleshal, Don Doleshal, Steve Doleshal and Kristen Nasternak landowners, for a Conditional Use Permit Renewal for a seasonal drive-through Halloween event for Jack’s Hollow at 30450 W. 143rd St. with allowance of 30 vehicles per half hour (total of 240 vehicles per night) on 29.4 acres and for a 3-year term. Vote: Passed 6-0.

Approval of 2024 CARS program

Approved the 2024 County Assistance Road System program expenditures in an amount not to exceed $20,008,000. Vote: Passed 6-0.

Approval of 2024 Stormwater Management Program

Approved the 2024 Stormwater Management Program expenditures in an amount not to exceed $20,125,000. Vote: Passed 6-0.

Funding increase to MNH TRP Building Program

Approved and authorized an increase of $1,035,750 to Mental Health’s The Recovery Place building program modifications capital project in Shawnee. The new total project authorization will not exceed $2,027,760. Funding includes reallocation of General Fund Reserves in a maximum amount not to exceed $595,000 and Mental Health Reserves in an amount not to exceed $440,750. Vote: Passed 6-0.

JoCo Treasury, Taxation and Vehicles offices to close Oct. 9 for annual training

Johnson County Treasury, Taxation and Vehicles will be closed to the public on Monday, Oct. 9, for annual training of employees. The training will include a review of various county services, updates on operational changes and team-building activities. The offices will resume normal hours on Tuesday, Oct. 10. The offices to be closed include:

  • Olathe Motor Vehicle, 782 N. Ridgeview Rd.
  • Mission Motor Vehicle, 6000 Lamar Ave., Suite 100
  • Treasury, Taxation, County Clerk, Register of Deeds services, 111 S. Cherry St., Suite 1200, Olathe

Consider approving an inmate housing contract authorizing the periodic detention of inmates from Miami County, Kansas at the Johnson County Adult Detention Centers by the Sheriff of Johnson County, Kansas at a rate of $85 per day, per inmate.

Contract for on-call door repair and maintenance

IFB # 2023-059, Consider authorizing a term and supply contract with DH Pace Company for on-call door repair and maintenance, in the amount not to exceed $125,000, for a one-year term period with four additional one-year renewal options.

Proposed 2024 Streamlined Annual Public Housing Authority Plan

Conduct a public hearing and consider approving the proposed 2024 Streamlined Annual Public Housing Authority Plan for submission to the United States Department of Housing and Urban Development.

Contract for reconstruction of T-Hangars

Invitation For Bid (IFB) 2022-086, Consider authorizing a contract with Gunter Construction Company in the amount of $3,819,085 for the Reconstruction of T-Hangars Kilo and Lima at the Johnson County Executive Airport and authorizing an increase to the budget authority for the related project account to $4,043,868 to cover construction and prior expenditures.

Purchase of land near Ernie Miller Park

Consider authorizing a real estate purchase agreement with the City of Olathe for the purchase of land adjacent to Ernie Miller Park in an amount of $155,226.93.

Agreement for property exchange

Consider authorizing an agreement for exchange of recreational property with Johnson County Park & Recreation District for the Black Bob Road project.
