BOCC Consent Agenda for Nov. 2, 2023

Appointment to Planning Commission

Ratified the appointment of D. Kevin Hogan – Chairman representative to the Planning Commission through July 31, 2024.

Appointment to Community Corrections Advisory Board

Ratified the appointment of Kristy Baughman – Chairman representative to the Community Corrections Advisory Board through July 1, 2025.

Reappointment to Transportation Council

Approved the reappointment of Heidi Thummel - Second District representative to the Transportation Council through Aug. 31, 2026.

Reappointment to Developmental Supports Board

Approved the reappointment of Michael Hughes - Third District representative to the Developmental Supports Board through Aug. 31, 2026.

Three reappointments to Commission on Aging

Approved the reappointments to the Commission on Aging of Robert Givens through Aug. 31, 2025 and Mary Estrada through Aug. 31, 2026, as the Fourth District representatives and Cynthia Green as the Sixth District representative through Aug. 31, 2026.

Two reappointments to Juvenile Corrections Advisory Board

Approved reappointments to the Juvenile Corrections Advisory Board of Andrea Watts - Fifth District representative through June 30, 2026, and Claire Reagan as the Sixth District representative through June 30, 2025.

Contract for alarm systems

Authorized a term-and-supply contract with Archway Technology, for Hirsch Access Control and Alarm Systems, at a cost not-to-exceed $250,000 for a period of 1-year term with the option to renew for an additional four 1-year terms upon mutual agreement.

Consent Agenda Vote: Passed 7-0.

BOCC Action Agenda for Nov. 2, 2023

Modification to Civil Service Pay Table

Approved and adopted Resolution No. 090-23 modifying the Fiscal Year 2023 Budget Resolution Nos. 064-22, 077-22 and 082-22 and Fiscal Year 2024 Budget Resolution No. 080-23 and approving a modified 2023 and 2024 Civil Service Pay Table to add the new position of evidence technician supervisor and moving the evidence technician from C1 to C2 on the scale. Vote: Passed 7-0.

Funding for wastewater improvement projects

After a public hearing, authorized funds for Johnson County Wastewater infrastructure improvement projects in an amount not to exceed $8,220,000. Vote: Passed 7-0.

Acquisition of sewer line easements

Authorized the acquisition by eminent domain temporary and permanent sewer line easements across commercial property located at 6801 W. 112th St., Overland Park, in connection with a nearby commercial development. Vote: Passed 7-0.

Additional positions for WIC program

Approved the addition of 1.55 FTE grant funded dietitian positions and 1.0 FTE grant funded customer service specialist position to be federally funded by the Supplemental Nutrition Program for Women, Infants and Children (WIC) program. Vote: Passed 7-0.

Removal of contract for drug testing services

Request for Proposal No. 2023-019. Consider authorizing a term-and-supply contract with Avertest, LLC dba Averhealth, for drug testing services, at an annual cost to the county not to exceed $130,000 for a period of two years with the option to renew for additional three 24-month periods. The initial contract term is effective Jan. 1, 2024, to Dec. 31, 2025.

Motion was made to remove this item from the action agenda with plans to place the request on the Board’s agenda review on Nov. 30. Vote: Passed 7-0.

Hearing regarding bond issue remains open until Nov. 16

Opened public hearing on Resolution No. 095-23 regarding an intent to issue up to $114,390,000 of industrial revenue bonds and granting 10-year abatement from ad valorem real estate taxes for an industrial facility financed by such bonds at New Century AirCenter business park for the benefit of 27302 W.159th St., LLC, or its successors and assigns. The hearing remains open until the Board’s meeting and action agenda on Nov. 16. Vote: Passed 7-0.

This report is for major projects over $1 million and master plans. The report is provided bi-monthly and supplements the Public Building Commission bi-annual reports in February and August. The information contained in this report is through Oct. 27, 2023. View a copy of the report.

De Soto schedules hearing on bonds for commercial facility

The city of De Soto will be conducting a public hearing at 7 p.m. Thursday, Nov. 2, to consider approving a property tax abatement project. The proposed project is to be financed with $25 million in industrial revenue bonds for acquiring, constructing, improving, equipping and expanding an approximately 13,179-square-foot commercial facility together with associated land, improvements and appurtenances to be located generally at 35040 W. 87th St. De Soto. The applicant has requested a 10-year, 75% property tax abatement. View a copy of the analysis and notice.

De Soto plans hearing on added bonds for project

The city of De Soto will be conducted at 7 p.m. Thursday, Nov. 2, regarding a proposal to amend Resolution No. 1047 in order to increase the aggregate amount of an industrial revenue bond to be issued by the city to not exceed $2.4 million and property tax abatement (10 years, approximately 87%) for a project located at approximately located at 8997 Commerce Drive, De Soto. Chad VonAhnen receives 2023 InterHab Mark Elmore Award

Each year, InterHab awards its highest honor to a disability service professional who has exhibited a career of leadership in improving the lives of Kansans with intellectual and developmental disabilities. The award is named after one of InterHab’s founding members Mark Elmore, who was instrumental in the passing of The Kansas Developmental Disabilities Reform Act of 1995. The act is the landmark legislation for the Kansas Community Service Movement for Persons with Developmental Disabilities. Congratulations to Chad VonAhnen, director of Johnson County Developmental Supports, as this year's recipient and his many contributions and leadership to the JCDS and the residents of the disability community. Delegates to KAC conference

Consider Commissioner Hanzlick as the voting delegate and Commissioner O’Hara as the first alternate delegate and Julie Karins, deputy county manager, as the second alternate delegate for the 2023 Kansas Association of Counties conference, annual business meeting.

Appointment to Commission on Aging

Consider approving the appointment of Daniel Goodman – Third District representative to the Commission on Aging through Aug. 31, 2024.

Appraisal correction to clerical error

Clerical Error 046-074-17-0-20-08-001.00-0: Consider authorizing the County Appraiser’s Office to make an appraisal correction to the 2023 tax roll for Commercial Real Estate pursuant to K.S.A. 79-1701a.

Increased total contract amount

Consider authorizing an exception to competition and increase to the existing contract with Talisen Technologies for Utility Billing and Building Management Fault Protection in an amount of $30,500, for a total contract value in an amount not to exceed $130,291, per informal Request for Proposal (RFP) FAC 111717.

Allocation for Eviction Mediation Pilot Program

Consider authorizing the allocation of Coronavirus SLFRF received from the United States Department of the Treasury in the amount of $36,500 for the purpose of extending the Eviction Mediation Pilot Program.

Contract extension for records management system

Consider authorizing a contract extension with Niche Technology, in the amount of $1,336,025 for a countywide law enforcement records management system and related software that will extend the agreement terms from Jan. 1, 2024 through Dec. 31, 2028, per General Services Administration (GSA) Contract Number GS35F321CA.

Suspension of three transit routes

Consider suspending the 482 Overland Park Flex, 519 Olathe-Express and the 595 Gardner-OP Express routes.
