BOCC Action for May 4, 2023

Acceptance of SPARK grant

Authorized the 10th Judicial District Court to accept a SPARK grant from the State of Kansas, Office of Judicial Administration, in the amount of $138,409; authorized a contract with West Publishing Corporation, DBA West, A Thomson Reuters business; and authorized the reallocation and expenditure of General Fund balance (reserves) in the amount of $140,000, for Case Center platform, per State of Kansas Contract 52685. Vote: Passed 7-0.

Renewal of conditional use permit

Approved Resolution No. 034-23 and Application No. SE 23-273-CUP (AU) regarding a request from Reid Automotive, L.L.C. dba KC Motor Company, applicant, and Stilwell Properties, Inc., L.L.C., landowner, for renewal of a conditional use permit to allow retail sales of passenger vehicles, motorcycles and power sports equipment located at 20219 Metcalf Avenue, on 2.13 acres, zoned PRB3, Planned Urban Neighborhood Retail Business District, Aubry Township, Johnson County. Vote: Passed 7-0.

Amending CIP for Airport-Building purchase

Adopted Resolution No. 033-23 to amend the Fiscal Year (FY) 2023-2027 Capital Improvement Plan to include Airport-Building Purchase and approved a purchase contract with H&L Investments, LLC to purchase a building at the New Century Commerce Center in the amount of $650,000 and authorized the reallocation and expenditure of $650,000 Airport Enterprise Fund reserves. Vote: Passed 7-0.

Tabled RFP for inmate commissary and other services

Tabled until May 18, 2023 a Request for Proposal (RFP) 2022-084 Inmate Commissary, Tablet/Video Visitation and Phone Services and authorizing contracts with Summit Food Service, LLC for commissary services and Smart Communications Holding, Inc., for tablet/video visitation services and phone services. Both contracts are at no cost to the County, each for a period of three years with two optional one-year terms. Vote: Passed 7-0.

Committee of the Whole on May 4, 2023

Executive Airport plans third public information workshop

A public information workshop for Johnson County Executive Airport is scheduled on May 10th from 6 to 8 pm, at the KCAC Aviation Hangar at the airport. This is the third public workshop for the Executive Airport for the ongoing Airport Land Use Compatibility Plan Update. All are welcome to attend. View a copy of the flier.

CERI posts April Economic Indicators

The April 2023 edition of the Economic Indicators for Johnson County has been provided by County Economic Research Institute. The unemployment rate for February 2023 is 2.9%, compared to 2.2% in February 2022. The number of single-family homes sold and the  total number of single-family building permits issued both decreased in February 2023 from a year ago. Total year-todate retail sales for Johnson County have increased since last year. View the full report.

Consider approving the appointment of Dana Markel - First District representative to the Commission on Aging through Aug. 31, 2024.

Purchase of Vivitrol

Consider authorizing an exception to competition per Administrative Policy and Procedure #110.180.A.16 with Besse Medical for the purchase of the prescription injectable medication Vivitrol at $1,150 per vial in an amount not to exceed $250,000 annually.

Contracts for printing and mailing services

Consider authorizing contract extensions for term and supply contracts with Mail Services and Lineage Mailing Services, formerly Strahm Automation and Mailing Services for printing and mailing services in an amount not to exceed $250,000 for a contract term of Oct. 1, 2022 to June 30, 2023.
