Board of County Commissioners Meeting Recap: March 28, 2024

The Board of County Commissioners met on Thursday, March 28 in the Hearing Room at the Johnson County Administration Building.

The Board proclaimed April 1-7 as Public Health Week and April as National County Government Month.

BOCC Agenda for March 28, 2024

Construction of storage building near fire station

Sitting as the Governing Body of Fire District No. 2, authorized a contract with Kelly Construction Group, Inc., for the construction of a storage building next to the Spring Hill fire station in the amount not to exceed $480,000. Consent Agenda Vote: Passed 7-0.

Charter Resolution on Civil Service Board

Approved Charter Resolution No. 045-24 exempting Johnson County from application of the certain statutory provisions of Kansas statutes  relating to the Civil Service Board; superseding and replacing Charter Resolution No. 043-18; and authorizing substitution and additional provisions relating to the Civil Service Board by the new resolution with the approval of the County Sheriff. Vote: Passed 7-0.

Rezoning, plat & plan for Clare Crossing

Approved the City of Gardner’s application for a rezoning, preliminary plat and a preliminary development plan for Clare Crossing, a commercial and multi-family residential development, located on approximately 58 acres at the southeast corner of 175th Street and Clare Road, Gardner, and located within one mile of the Johnson County New Century AirCenter. Vote: Passed 7-0.

Site plan for Gardner Utilities

Approved the City of Gardner’s for a site plan for phases 1 and 2 of City of Gardner Utilities located at 1150 E. Santa Fe St. and within one mile of New Century AirCenter. Vote: Passed 7-0.

Rezoning & plans for drive-through restaurant

Approved the City of Gardner’s application for a rezoning, preliminary and final development plan for HTeaO drive-through restaurant located northwest of the intersection of Main Street and Moonlight Road and within one mile of New Century AirCenter. Vote: Passed 7-0.

Findings & recommendations involving partition fence

Adopted the Fence Viewers’ proposed findings of fact and recommendations for maintenance of a partition fence lying between the properties located at 29800 W. 127th St., owned by complainants Kelly Hutton-Gordon and Greg Storck, and 12200 Gardner Road, owned by Arlene Rigdon, located in Section 23, Township 13, Range 22, Lexington Township, Johnson County. Vote: Passed 7-0.

Contracts for Disaster Debris Monitoring Services

(Tabled by Board on March 21, 2024). Authorized term-and-supply contracts with DebrisTech, LLC. and Tetra Tech, Inc. for Disaster Debris Monitoring Services, at no cost, unless contracts are activated for services following a disaster, for a period of two years with the option to renew for an additional three 1-year periods. Vote: Passed 5-2.

Paving repairs at Northeast Office Building

Authorized a contract with Harbour Construction, Inc. for the Northeast Office Paving Repairs and Replacement – Phase 2 Project at the Northeast Office Building, 6000 Lamar Ave., Mission, in the amount of $187,435.04. Vote: Passed 7-0.

Paving repairs at Sunset Drive Office Building

Authorized a contract with R&R Concrete KC Inc. for the Sunset Paving Repairs and Replacement – Phase 2 Project at the Sunset Drive Office Building, 11811 S. Sunset Drive, Olathe, in the amount of $349,842. Vote: Passed 5-2.

Increased expenditure authority for contracts

Increased the expenditure authority for term-and-supply contracts with KBS Constructors, Inc.; Kelly Construction Group, Inc.; B.A. Green Construction Co., Inc.; and Universal Construction Co. for On-Call Construction Services, in the amount of $2,500,000 for a total contract value not to exceed $7,500,000 for the current contract term and the remaining two 1-year renewal options available. Vote: Passed 7-0.

Printing & mailing for election services

Authorized an exception to competition with SeaChange Print Innovations, LLC, for election related printing and mailing services in the amount not to exceed $400,000. Vote: Passed 7-0.

Johnson County receives NAGDCA award for Financial Wellness

Johnson County received national recognition this week from the National Association of Government Defined Contribution Administrators with a “What’s working” article in Benefits Magazine following an interview of Shawna Sinn, senior benefits administrator, and Cameron Ahrens, Benefits & Wellness manager, regarding the organization’s leadership award for financial wellness that the County received last fall. March is Women’s History Month, and this year’s theme is "Women Who Advocate for Diversity, Equity and Inclusion." Kendra Neal Wright serves as Johnson County Government’s Diversity, Equity, Inclusion, and Belonging Program Manager. Kendra has worked in diversity, equity, inclusion and belonging for nearly 10 years, and began as Johnson County’s first talent and diversity specialist in 2020. She was featured in this article on our website.

CERI releases Economic Indicators for March 2024

The County Economic Research Institute has provided the March 2024 edition of the Economic Indicators for Johnson County. The unemployment rate for January 2024 was 2.4%, compared to 2.5% in January 2023. The number of single-family homes sold in January 2024 was 385, compared to 427 in January 2023, a 9.8% decrease. The number of single-family building permits issued in January 2024 was 94 compared to 67 in January 2023, a 40.3% increase. Additionally, the CERI reports total retail sales for Johnson County were $20.1 billion year-to-date through December 2023, compared to $19.5 billion through the same period year-to-date December 2023, a 3.2% increase. Permit for lawn and landscape business

Resolution No. 028-24. Application No. E 23-362-CUP (SP). Consider a request from Peter King, applicant and landowner, for a Conditional Use Permit to allow a lawn and landscape contractor business at 18770 Ridgeview Road on 10 acres, on property zoned RUR, Rural District, in Section 36, Township 14, Range 23, Spring Hill, Johnson County.

Resolution No. 027-24. Application No. E 23-368-REZ (OX). Consider a request from Michael and Deborah Wadhams, applicants and landowners, requesting rezoning from PRU4, Planned Residential Urban Apartment District, to RN2, Residential Neighborhood Two District, on 4.48 acres at 16165 Kenneth Road in Section 14, Township 14, Range 25.

Application No. E 24-373-PP/FP (SP). Consider a request from Payne and Brockway Engineering, applicant, and Alaydia LLC, landowner, for a Preliminary and Final Plat for three residential lots (Alaydia Estates), on approximately 40 acres, on property zoned RUR, Rural District, located one-quarter mile south of 207th Street and on the west side of Renner Road.

2024 Audit Plan by county auditor

(Tabled from March 21, 2024) Consider approving the 2024 Audit Plan proposed by the county auditor.

Agreement for MED-ACT co-location

Consider authorizing a License Agreement with the City of Overland Park, Kansas for the purpose of MED-ACT co-location at Station 41 (7550 W. 75th St.) and to provide usable space, outlined in Exhibit A, for MED-ACT personnel, ambulance/response vehicles, equipment, and supplies for a term of 20 years with a one-time payment to the City of Overland Park in the amount of $3,342,902 to be effective April 8, 2024; and authorizing the use of budgeted, approved funds in an amount not to exceed $3,342,902.

Resolution No. WD 24-009. Conduct a public hearing and consider authorizing funds for the procurement of pipe materials for the State Line Road Pump Stations and Force Main Project – Pipe & Fittings Procurement (LWC1 Contract 6A) in an amount not to exceed $5,161,600, increasing the total project authorization to $10,726,000.

Invitation for Bid No. 2023-050. Consider authorizing a contract with Core & Main, LP, to procure pipe and fitting materials for the State Line Road Pump Stations and Force Main Project – Pipe & Fittings Procurement (LWC1-Contract 6A) in the amount of $4,831,272.94.
