Board of County Commissioners Meeting Recap: July 27, 2023

The Board of County Commissioners met on Thursday, July 27 in the Hearing Room at the Johnson County Administration Building. Below, you can find a recap of the items discussed during the meeting.

Commissioner Becky Fast was absent.

The Board issued a Korean War Veterans Armistice Day proclamation and honored three attending Korean War veterans in observance of the 70th anniversary of signing of the armistice on July 27, 1953.

The Board recognized results and presented department awards in the county’s 2023 Feed the Need campaign that collected 256,000 pounds of food.

The Board also recognized the Budget and Financial Planning Department for receiving the Government Finance Officers Association’s Distinguished Budget Award for the FY 2023 budget document. The department has received the award for 31 straight years.

BOCC action for July 27, 2023

Amending regulations for accessory buildings

Amended the Johnson County Zoning and Subdivision Regulations to allow existing Conditional Use Permits for accessory buildings to transition to Accessory Building Use Permits within unincorporated Johnson County. Vote: Passed 6-0.

Agreement for storm sewer inspection

Authorized an agreement for a storm sewer inspection project with the City of Mission at a cost to the Johnson County Stormwater Management Program of $87,768. Vote: Passed 6-0.

Contract for project at New Century

Authorized a contract with Jim Jam, Inc, for the NCADC AHU 12-18 Repair and Replacement Project at 27745 West 159th St., New Century, in the amount of $721,891. Vote: Passed 6-0.

Contract for locomotive services

Authorized a term-and-supply contract with FMW Solutions, LLC, for locomotive maintenance, repair and service, at a cost not to exceed $200,000 for a period of one year with the option to renew for four additional one-year periods. Operation of the New Century AirCenter railroad system includes two locomotives. Vote: Passed 6-0.

Plats for new lots in mobile home community

Approved a preliminary plat for The Lakes of Conestoga, a final plat for The Lakes of Conestoga, 2nd Plat, and a final plat for The Lakes of Conestoga, 3rd Plat for two new lots within an existing manufactured/mobile home community, located southeast of Santa Fe Street and Conestoga Drive, within one mile of New Century AirCenter. Vote: Passed 6-0.

Request for accessory building use permit

Approved a request from Richard and Donna Senst, applicants and landowners, for accessory building use permit approval for an oversized accessory building on 3.9 acres at 19500 Clare Road. Vote: Passed 6-0.

Funds for dechlorination system project

After a public hearing, authorized funds for the construction phase of the Turkey Creek Pump Station Peak Excess Flow Treatment Facility Dechlorination System Project (SMTC-Contract 43) in an amount not to exceed $1,719,700. Vote: Passed 6-0.

Contract for dechlorination system project

Authorized a contract with MegaKC Corporation to construct the Turkey Creek Pump Station Peak Excess Flow Treatment Facility Dechlorination System Project (SMTC Contract 43) in the amount of $1,302,946. Vote: Passed 6-0.

Arts Council launches COVID Recovery Grants for Artists Program

The Arts Council of Johnson County announces the start of the Johnson County COVID Recovery Grants for Artists Program. Applications for artists to apply for recovery funding in the form of grants opened Monday, July 17, on the ACJC website. Awarded grant funds may be used for business operations, purchase of equipment, rent or mortgages, payroll and other business-related activities that provide recovery relief. The grant program is funded by the Johnson County State & Local Fiscal Recovery Fund Program which was awarded to Johnson County as part of the American Rescue Plan Act of 2021.

Review completed on Rural Comprehensive Plan

The 2023 Annual Rural Comprehensive Plan Review was drafted by county planning staff and considered by the Johnson County Planning Commission as part of its plan review to determine areas of the Rural Comprehensive Plan that have been recently updated and areas that need further study. Johnson County EMS system is nationally recognized

Johnson County’s EMS system received national recognition from the American Heart Association for its commitment to quality care for people who experience heart attacks and strokes. View a copy of the press release.

Westwood plans hearing on forming TIF district

The City of Westwood will be conducting a public hearing at 7 p.m. Thursday, Sept. 14, to consider establishing a Tax Increment Finance district. View information on the project.

MOU on grant application

Consider approving the Memorandum of Understanding concerning the grant application made by the City of Olathe through the 2023 Bureau of Justice Assistance Edward Byrne Memorial Justice Assistance Grant Program to include Johnson County as a party, together with the cities of Olathe, Overland Park, Lenexa and Shawnee.

Additional juvenile diversion officer

Consider approving additional 1.0 FTE, juvenile diversion officer, that was recently awarded through the KDOC IIP grant.

Contracts for billing/notification & mailing/courier services

Request for Proposal (RFP) 2022-085, Consider authorizing term and supply contracts with InfoSend, Inc., for billing and notification services, at an amount not to exceed $425,000, and with Lineage Mailing Services LLC for mailing/courier services, at an amount not to exceed $3,000, for a period of twelve (12) months with the option to renew for four (4) additional twelve (12) month periods. The initial contract term is August 1, 2023, to July 31, 2024.

Contract extensions for printing/mailing services

Consider authorizing contract extensions with Mail Services, LLC and Lineage Mailing Services LLC (formerly Strahm Automation and Mailing Services) for printing and mailing services for a period from July 1, 2023, to Dec. 31, 2023, for an amount not to exceed $230,000, per RFP 2017-039.

Increase to expenditure authority for contracts

Request for Proposal (RFP) 2021-012 Consider authorizing an increase to expenditure authority for term and supply contracts with ASI Signage Innovations and Star Signs LLC, for Exterior Building Signage, in the amount of $60,000 for a total contract value not to exceed $159,000 for the current term and the remaining renewal options. This contract has three (3) remaining renewal options

Funding for wastewater improvements project

Resolution No. WD 23-019. Conduct a public hearing and consider authorizing funds for the Blue River Main Wastewater Treatment Facility Phase 2 Improvements Project (BRM1-C013) design and bid phase services in an amount not to exceed $1,863,400, increasing the total authorization to $2,665,500.

Extending requested deferment periods

Consider authorizing the Wastewater General Manager to review and extend the current 2023 deferment extension requests one additional 5-year deferment period, if eligible, per the requirements of Charter Resolution No. 29-92.

Contract addendum with Daupler

Consider authorizing an exception to competition and approving a contract addendum with Daupler, Inc. adding incident response management system services to the web-based customer service portal for Johnson County Wastewater’s Private Infiltration and Inflow Source Removal Program (RFP 2022-012) for the first-year renewal with up to three (3) remaining additional one (1) year renewal terms and increase the authorized total five (5) year amount of $348,150 to an amount not to exceed $903,100.

Allocation for ADA improvements at TIP

Consider authorizing the allocation of Coronavirus SLFRF received from the United States Department of the Treasury in the amount of $2,000,000 for the purpose of funding Theatre in the Park (TIP) ADA Improvements: Restrooms, Concessions, and Accessible Connecting Pathways.

Allocation for pilot program and utility assistance

Consider authorizing the allocation of Coronavirus SLFRF received from the United States Department of the Treasury in the amount of $512,000 for the purpose of funding an Eviction Mediation Pilot Program and utility assistance.

Allocation to support IDD programs

Consider authorizing the allocation of Coronavirus SLFRF received from the United States Department of the Treasury in the amount of $1,153,000 for the purpose of funding housing and workforce programs to support individuals with Intellectual and Developmental Disabilities (IDD).

Allocation for recovery programs

Consider authorizing the allocation of Coronavirus SLFRF received from the United States Department of the Treasury in the amount of $500,000 for the purpose of providing community investment funding for behavioral health and therapeutic substance use disorder recovery programs.

Allocation for Old Settlers Association

Consider authorizing the allocation of Coronavirus SLFRF received from the United States Department of the Treasury in the amount of $15,000 for the purpose of providing a one-time payment to the Old Settlers Association.

Contract for Elections Management System

Request for Proposal (RFP) 2023-011, Consider authorizing a contract with Soch, Inc. for Elections Management System in an amount not to exceed $150,150 for a period of one year with the option to renew for an additional four one-year terms.
