Board of County Commissioners Meeting Recap: Feb. 9, 2023

The Board of County Commissioners met on Thursday, Feb. 9 in the Hearing Room at the Johnson County Administration Building.

The Board issued a proclamation celebrating Black History Month in February and proclaimed Friday, Feb. 10, as Red Friday in Johnson County.

BOCC Action for Feb. 9, 2023

Microsoft Office product subscription

Authorized purchase from Dell Technologies for an additional Microsoft Office product subscription in an amount not to exceed $200,746.08 annually for a two-year agreement per IFB # 2022-010. Vote: Passed 7-0.

Funds for Integrated Plan Program

After a public hearing, approved Resolution No. WD 23-001 and authorized planned annual funds for the Integrated Plan Program in the amount of $3,681,000, for a total program authorization amount of $12,017,000, and approved a contract amendment for $3,617,000 with HDR Engineering for a not-to-exceed contract amount of $11,708,000. Vote: Passed 7-0.

Funding for wastewater project

After a public hearing, approved Resolution No. WD 23-002 and authorized funds for the design and construction phase of Johnson County Wastewater sanitary sewer relocation, adjustment, modification and/or protections related to the Kansas Department of Transportation US-69 Express Modernization and Expansion Project in an amount not to exceed $1,886,500, and authorized signatory delegation to the Johnson County Wastewater General Manager to sign and approve all supplemental agreements within the approved funding limit. Vote: Passed 7-0.

Grant for Senior Nutrition Program

Authorized the Aging and Human Services Department through the Johnson County Area Agency on Aging to accept a grant from the Kansas Department for Aging and Disability Services for State Fiscal Recovery Funds in the amount of $107,249 for the Senior Nutrition Program in Johnson County; and authorized the reallocation and expenditure of General Fund reserves in the amount of $107,249 for FY 2023 expenditures. Vote: Passed 7-0.

Reallocation of Senior Care Act funds

Authorized the Aging and Human Services Department through the Johnson County Area Agency on Aging to accept a grant from the Kansas Department for Aging and Disability Services in the amount of $101,161.68 for one-time reallocation of Senior Care Act funds; and authorized the reallocation and expenditure of General Fund reserves in the amount of $101,161.68 for FY 2023 expenditures. Vote: Passed 7-0.

CIP amendment for Sheriff Training facility

Approved Resolution No. 009-23 to amend the Fiscal Year (FY) 2023-2027 Capital Improvement Program to include the Sheriff Training Envelope Remediation capital project, located at 18505 W. 119th St., Olathe, and authorized the reallocation of General Funds Reserves in the amount of $1,725,000. Vote: Passed 5-2.

Annual Certification for New Century Tax Abatement

Unilever BCS Sourcing US Inc. now doing business as UpField Sourcing US Inc., has provided its annual certification for 2022 pursuant to the Performance Agreement approved by the Board of County Commissioners in 2014. The Performance Agreement established certain criteria for the continued approval of a tax abatement granted by the Board for UpField’s expansion at New Century AirCenter. Lenexa plans hearing on TIF project

The City of Lenexa will be conducting a public hearing on Tuesday, Feb. 21, to consider Redevelopment TIF Project Plan 1J for the City Center TIF District in Lenexa. View a copy of the notice.

De Soto project seeks tax abatement

The City of De Soto will be conducting a public hearing on Thursday, Feb. 16, to consider approving a property tax abatement project. The proposed project is to be financed with $135 million in industrial revenue bonds for acquiring, constructing, equipping and furnishing a commercial for-rent multifamily project located at approximately 36520 W. 103rd St. in De Soto. Second De Soto project requests tax abatement

The City of De Soto will be conducting a public hearing on Thursday, Feb. 16, to consider approving a property tax abatement project. The proposed project is to be financed with $90 million in industrial revenue bonds for acquiring, constructing, equipping and furnishing a for-rent, Class A duplex community project located at approximately 9965 and 10115 Edgerton Road in De Soto. Third De Soto project asks for tax abatement

The City of De Soto will be conducting a public hearing on Thursday, Feb. 16, to consider approving a property tax abatement project. The proposed project is to be financed with $5,136,000 in industrial revenue bonds with a portion of the bonds for acquiring, constructing and equipping an approximate 7,200-square-foot commercial development project located at approximately 33391 Lexington Ave. and another portion of the bonds for acquiring, constructing and equipping an approximate 16,600-square- foot multifamily development at approximately 8671, 8679 and 8687 Golden Lane in De Soto. Fourth De Soto project proposes tax abatement

The City of De Soto will be conducting a public hearing on Thursday, Feb. 16, to consider approving a property tax abatement project. The proposed project is to be financed with $73 million in industrial revenue bonds with a portion of the bonds for acquiring, constructing and equipping an approximate 382-unit apartment complex consisting of approximately 14 total building to be located east of the intersection of 90th Street and Lexington Avenue in De Soto. Upgrade agreements for wastewater project

Consider approving an eighth amendment to the JE Dunn Construction Design/Build contract in the amount of $3,986,743, to build-out, equip and finish the three shelled courtrooms, ancillary support spaces and miscellaneous building improvements at the new Johnson County Courthouse. The total amount not to exceed $182,818,942, per Request for Proposal 2017-004.
