On Monday, July 27, the Johnson County Board of County Commissioners formalized changes to the Proposed FY 2021 Operating and Capital Improvement Budget and set the maximum expenditure authority for legal publication by the end of the week.
“The budget as published cannot be increased, but it can be reduced,” said Chairman Ed Eilert. “This is not the final budget vote, and we still have to hear from the public and always welcome their comments.”
The maximum proposed FY 2021 Budget is almost $1.25 billion ($1,248,442,224) with a published estimated mill levy of 25.850 mills.
Due to COVID-19, the processing of pending exemptions in appraised valuations has been delayed. The county anticipates the assessed valuations will decrease by November, which could cause an increase to the mill levy to approximately 26.030 mills, which is the county’s current mill levy.
“Understanding that we still may not know the full financial impact of the COVID-19 pandemic, we would be able to make adjustments to next year’s budget after it is approved,” said County Manager Penny Postoak Ferguson. “For the FY 2020 budget we were able to quickly and strategically reduce this year’s expenditures by about $25 million. We have drafted contingency plans for 2021 should we need them.”
The board made four additions to the county manager’s FY 2021 proposed budget:
On Monday, the board directed the Department of Budget and Financial Planning to proceed with publishing the proposed taxing levies for the county’s three taxing districts – county, library, and park and recreation – and their maximum operating expenditures for next year.
The proposed budget, as authorized by the board, will be published on July 31.
A public hearing on the Proposed FY 2021 Budget is scheduled for 7 p.m. Wednesday, Aug. 12, in the board’s hearing room located on the third floor of the Johnson County Administration Building, 111 South Cherry St., in downtown Olathe. The hearing will provide an opportunity for the public to learn more about the proposed budget and comment on how county services are financed.
Formal adoption of the FY 2021 Budget is scheduled for the regular BOCC business session on Thursday, Aug. 20, at 9:30 a.m. in the board’s hearing room.
By state law, Kansas counties must adopt and file their FY 2021 Budget with the County Clerk, which in Johnson County is the Department of Records and Tax Administration, by Aug. 25.
The final setting of the FY 2021 mill levy will be established by the end of October with the latest property valuations by the Department of Records and Tax Administration. The mill levy calculations are only for Johnson County Government and do not include other taxing entities, such as the state of Kansas, cities or school districts.
