Johnson County Charter Commission delivers final report to BOCC

No amendments approved for voters to consider

Johnson County Charter Commission Chair Greg Musil presented the 2021 Charter Commission’s final report to the Board of County Commissioners today, Feb. 24. The presentation during the regular BOCC meeting included a summary of the Charter Commission’s activities.

The Johnson County Charter Commission is required to convene every 10 years to review Johnson County Government operations and can propose amendments and/or recommendations to the BOCC. Any proposed amendments must then be placed on the ballot at the next general election for Johnson County voters to accept or reject.

“Everybody took it very seriously and worked very hard through a year-long process,” Chair Musil said. “It’s important to note there was an appointment process, so the membership was diverse – geographically, politically, ideologically, urban and rural.”

The group of 25 members held 23 meetings beginning March 1, 2021. The commission held its final meeting on Feb. 14, 2022. Two public hearings were conducted (on Oct. 11 and 27) and included direct public comment from more than 50 individuals.

Over the course of the meetings, the commission heard presentations from county staff and received public comment from hundreds of residents, both written and oral. In the final meetings, 15 total amendments were considered but none received the minimum number of commissioner votes required to be placed on the ballot. The Charter Commission also considered five proposed recommendations to the BOCC. None of the proposed recommendations received the minimum number of votes required to be forwarded to the BOCC.

The final report does include two minority reports and five legal opinions received regarding specific proposed amendments and recommendations.
