Board of County Commissioners Meeting Recap: Sept. 25, 2025

The Board of County Commissioners met on Thursday, Sept. 25 in the Hearing Room at the Johnson County Administration Building.

The BOCC recognized Johnson County Park and Recreation District for recently receiving the prestigious 2025 National Gold Medal Award Grand Plaque for Excellence in Park and Recreation Management, the nation’s highest honor in the field.

BOCC Agenda for Sept. 25, 2025

Paving for Adult Residential Center campus

Authorized a contract with Hammons Asphalt Paving, Inc., for the Adult Residential Center Campus 2025 Paving Project located at 141 Mission Parkway, New Century, Kansas 66031, in the amount not to exceed $314,700.80. Vote: Passed 7-0.

Appointments to the Johnson County Airport Commission Governing Board

Appointed the First District Commissioner’s nominee, Paula Schwach; the Second District Commissioner’s nominee, Michael Moore; the Third District Commissioner’s nominee, Patrick Samuel (Sam) Whitehead; the Fourth District Commissioner’s nominee, Carol Lehman; the Fifth District Commissioner’s nominee, R. Lee Harris; and the Sixth District Commissioner’s nominee, Daniel Nielson; to the Johnson County Airport Commission Governing Board. Vote: Passed 7-0.

Change to Aubry Township clerk

Accepted the resignation of Ken Klingensmith as Clerk of Aubry Township, declaring a vacancy, and appointed Dawn Christy, the Third District Commissioner’s nominee as Clerk of Aubry Township. Vote: Passed 7-0.

Board of Zoning Appeals appointment

Appointed the Third District Commissioner’s nominee, Daniel Ryan, to the Johnson County Board of Zoning Appeals. Vote: Passed 7-0.

Delegation of authority to the Department of Emergency Services

Authorized the delegation of certain authority to the director of the Department of Emergency Services or designee to enter into no-cost operational agreements. Vote: Passed 6-1.

Co-location between MED-ACT and Leawood fire station

Authorized a License Agreement with the City of Leawood, KS for the purpose of MED-ACT co-location at Station 32 to provide usable space for MED-ACT personnel, ambulance/response vehicles, equipment, and supplies for a term of ten (10) years, effective October 1, 2025, with a one-time payment to the City of Leawood in the amount of $440,968. Vote: Passed 7-0.

Approval of Department of Corrections’ year-end outcome reports

  • Approved and submitted the Johnson County Department of Corrections’ SFY2025 year-end outcome report to the Kansas Department of Corrections as recommended by the Community Corrections Advisory Board on August 5, 2025.
  • Approved and submitted the Johnson County Department of Corrections’ SFY2025 Year-End Juvenile Outcome Report to the Kansas Department of Corrections as recommended by the Juvenile Corrections Advisory Board on September 9, 2025.

Vote: Passed 7-0.

New Mental Health staff for Olathe’s OPTIONS program

Approved a 1.0 FTE Case Manager and a 1.0 FTE Clinician for the Olathe Partnership for Transforming Inter-Organizational Navigation and Solutions (OPTIONS) program and authorizing the reclassification of Mental Health FY 2025 fund balance (reserves) in the amount of $220,000. Vote: Passed 6-0 (Commissioner Meyers left the meeting).

Final Development Plan for a building at New Century Commerce Center

Approved a request from VanTrust Real Estate Development, LLC, on behalf of Johnson County Airport Commission, applicant, and Johnson County, landowner, for a Final Development Plan for Building C1, at the New Century Commerce Center, on 33 acres, on property zoned PEC-LP, Planned Employment Center – Logistics Park District, located at John Glenn Parkway and Flightline Drive. Vote: Passed 7-0.

Joint response to KOMA complaint

Approved the Board of County Commissioners (“BOCC”) joint response to the Kansas Open Meetings Act (“KOMA”) complaint filed with the Kansas Attorney General on August 13, 2024, concerning topics discussed in two (2) executive sessions of the BOCC held on August 1, 2024. Vote: Passed 7-0.

Comprehensive Plan Annual Review

The Johnson County Planning Commission provided a report to the Board of County Commissioners regarding the Planning Commission’s annual review of the Johnson County Rural Comprehensive Plan. This report is provided pursuant to K.S.A. 19- 2958 (e), which requires the Planning Commission to annually review the Plan to determine if any portion of it has become obsolete and to report its findings to the BOCC.

Zoning Regulations Update

The county's Zoning Regulations update is in process. Three open house meetings are scheduled for October 7, 8 and 9 to receive public comments on the draft regulations. The project consultants will join staff at the open house meetings to present information, answer questions and receive public input. Staff has also created a project website for the public and additional details on this project are included in the memo.

County Economic Research Institute (CERI) Indicators – September 2025 Edition

The September 2025 edition of the Economic Indicators for Johnson County has been provided by CERI. The unemployment rate for July 2025 is 3.9%, compared to 3.8% in July 2024, a 0.1% increase. The average unemployment rate for July, the previous 5 years is 3.9%. The number of single-family homes sold in July 2025 was 968, compared to 857 in July 2024, a 13% increase.

BOCC Agenda for Oct. 2, 2025

Furniture term and supply contract authority increase

Consider authorizing a contract authority increase for the term and supply contracts with multiple suppliers for furniture purchases in the amount of $4,080,000 for a revised aggregate authority amount not to exceed $7,080,000 for the third yearly renewal option term through November 14, 2026.

Planning items for personal storage business
Consider a request from David Eskov, Eskov Architecture, applicant on behalf of Woody Palmer, Stillwell Land Holdings, landowner for a Revised Preliminary and Final Development Plan for personal storage business and Conditional Use Permit for an outdoor storage yard for a term of 10 years at Storage Haul, located at 7225 W 207th Street, on 6.37 acres and zoned PEC-3 (Planned Light Industrial Park) District.

Bond sale for wastewater and airport projects

Consider authorizing the offering for sale of approximately $60,310,000 principal amount of General Obligation Internal Improvement Bonds, Series 2025A (the “Series 2025A Bonds”) of Johnson County, Kansas.

Adding FMLA Leave administration to existing contract
Consider authorizing a contract amendment with Lincoln Financial Group (LFG) to add FMLA Leave Administration services in the amount of $110,000 annually, resulting in a revised total annual contract authority not to exceed $394,365.

Special Public Building Commission Meeting Agenda for Oct. 2, 2025

Approve and adopt Resolution No. PBC 002-25 authorizing the offering for sale of approximately $6,485,000 principal amount of Lease Purchase Revenue Bonds (Master Lease), Series 2025A (the “Series 2025A PBC Bonds”) of the Public Building Commission of Johnson County, Kansas.
