Board of County Commissioners Meeting Recap: Sept. 1, 2022

The BOCC met on Sept. 1 in the Hearing Room at the Johnson County Administration Building.

The Board proclaimed September as Suicide Prevention Month and issued a proclamation in celebration of the 50th anniversary of Johnson County Developmental Supports.

BOCC Action for Sept. 1, 2022

Permit greenlighted for oversized building

Resolution No. 059-22 and Application No. SW 22-225-CUP (GA) were approved regarding a request from Yutzy Construction, applicant, and Brian and Penni Blank, landowners, for a conditional use permit for an oversized accessory building on 5 acres, located at 16199 Gardner East Road, on property zoned RLD, Residential Low-Density District, in Section 13, Township 14, Range 22. Vote: Passed 7-0.

Plats approved for two residential lots

Application No. SW 22-220-PP/FP (MC) was approved regarding a request from Scott Wesley, manager for KKSW Properties, LLC, applicant/landowner, for Preliminary and Final Plats for two residential lots on 149 acres, to be known as “175th & Edgerton”, on property zoned RUR, Rural District, located at 17770 Edgerton Road, in Section 25, Township 14, Range 21. Vote: Passed 7-0.

Approval of Application No. SW 22-228-PP/FP (MC) requested by Chris and Sarah Haag, applicants and landowners, granted Preliminary and Final Plats for two residential lots, to be known as One Horse Ranch, on 33.8 acres, on property zoned RUR, Rural District, located nearby the northeast corner of 159th Street and Edgerton Road. Vote: Passed 7-0.

Approved and adopted Resolution No. 061-22. for the Fiscal Year 2023 budget for Johnson County Fire District No. Vote: Passed 5-2.

Contracts awarded for bypass pumping services

Authorized term and supply contracts with Velocity Pump Rental and Sunbelt Rentals, Inc. for wastewater temporary bypass pumping services for Johnson County Wastewater in a total annual amount not to exceed $250,000 with the option to renew annually for up to four additional 12-month periods. Vote: Passed 7-0.

Funding, contract approved for BikeWalk KC

Accepted funding from Kansas Department of Transportation (KDOT) in the amount of $152,000, increasing the total project amount to $190,000, and authorized contract renewal one with BikeWalk KC in the amount not to exceed $190,000 from Dec. 27, 2022, to Dec. 26, 2023, per RFP 2021-055, to continue the Safe Routes to School Program. Vote: Passed 7-0.

Funding accepted for COPE project

Accepted funding and increasing budget authority in an amount not to exceed $180,578 for the period between June 1, 2022, and May 31, 2023, for the Johnson County Department of Health and Environment (JCDHE) to continue the Communities Organizing to Promote Equity (COPE) project. Vote: Passed 7-0.

Funding authorized for HHW capital project

Approved and authorized an increase of $610,000 for the Household Hazardous Waste (HHW) Facility capital project bringing the new total project authorization to an amount not to exceed $3,628,000 and the reallocation and use of Fiscal Year (FY) 2022 General Fund reserves in the amount of $1,610,000 to transfer to the Public Building (PBC) Commission for the Household Hazardous Waste (HHW) Facility capital project. Vote: Passed 6-1.

Expenditure authority increased for contracts

Authorized an increase to expenditure authority for term and supply contracts with KBS Constructors, Inc., Kelly Construction Group, Inc., B.A. Green Construction Co., Inc., and Universal Construction Co. for On-Call Construction Services, in the amount of $610,000 for a total contract value not to exceed $7,610,000. The current contract term is through Dec. 15, 2022, with four additional one-year renewal options available, per Request for Proposal (RFP) 2021-053. Vote: Passed 7-0.

Funding authorized for HHW project

Approved and authorized an increase of $610,000 for the Household Hazardous Waste (HHW) Facility capital project bringing the new total project authorization to an amount not to exceed $3,628,000 and the receipt of a transfer of approximately $1,610,000 from County general fund reserves to provide funding for the capital project. Vote: Passed 7-0.

Contract awarded for HHW facility

Authorized a contract with Kelly Construction Group, Inc., for the Household Hazardous Waste (HHW) Facility in the amount not to exceed $2,745,251, utilizing the On-Call Construction Services Term and Supply Contract, RFP 2021-053. Vote: Passed 7-0.

Mission plans hearing on proposed TIF project plan

The City of Mission will be conducting a public hearing on Wednesday, Sept. 28 , pertaining to the adoption of the Mission Gateway Fifth Amended Tax Increment Financing (TIF) Redevelopment Project Plan, generally located along Shawnee Mission Parkway, north to Johnson Drive and between Roeland Drive and Roe Avenue. Sheriff’s Office details staffing issues; county manager authorizes FTEs

Following receipt of correspondence from the Sheriff’s Office that summarizes actions discussed to alleviate current staffing issues, County Manager Penny Postoak Ferguson plans to authorize the reallocation or use of a previously authorized number of full-time equivalent (FTE) to allow the Sheriff’s Office to add the referenced 10 FTE for the remainder of 2022. The funding for these positions, if not available within the Sheriff’s Office 2022 budget due to staff vacancy savings, will rely on countywide funds included in the approved 2022 budget for additional Sheriff’s Office needs, or use of the Countywide Support Fund. Continuation of these positions for 2023 and beyond will require authorization of the Board of County Commissioners. View the correspondence.

Fire and rescue agreement with Spring Hill

Sitting as the Governing Body of Fire District No. 2, Consider authorizing a one-year agreement with the City of Spring Hill to provide Fire & Rescue Services to that portion of the city that is not located within the boundaries of Johnson County Fire District No. 2.
