BOCC Agenda for May 15, 2025

Plan for a terminal building, two hangars

Approved a request from Justin Milburn, Milburn Civil Engineering on behalf of Dream Air New Century, LLC, applicant, and Johnson County Airport Commission, landowner, for a final development plan for a terminal building and two hangars on 8.23 acres zoned PEC3, Planned Research, Development and Light Industrial Park District, located east of 1 New Century Parkway in New Century AirCenter. Vote: Passed 7-0.

Plan to construct second hangar

Approved a request from Brian Weber, Nexus 5 Group, applicant, and Johnson County Airport Commission, landowner, for a final development plan for construction of a second airplane hangar with office space and a parking lot, on 3.1 acres zoned PEC-3, Planned Light Industrial Park District, at 9 Aero Plaza, in the New Century AirCenter. Vote: Passed 7-0.

358 approved applicants to receive property tax relief payments

The Treasury, Taxation and Vehicles Department will mail property tax relief payments this summer to successful applicants of the Johnson County Senior and Disabled Veteran Property Tax Relief Program. The Board of County Commissioners extended the pilot program this year and authorized relief payments up to the amount of the county’s portion of their real estate tax bill for seniors and disabled veterans who meet income requirements and other qualifications. There were 358 approved applicants that will receive a total of $184,309 in tax relief payments. There was a 73% increase in eligible applications from 2024 and a 347% increase in the amount of relief payments. Special thanks to the Communications Department for its assistance in sharing information about the program to our residents. Johnson County plans fourth annual Juneteenth celebration

Johnson County Government will have its fourth annual Juneteenth celebration from 4:30 to 6:30 p.m. on June 19 at the Lenexa Civic Campus Commons (17101 W. 87th St, Lenexa). The program will include keynote speaker Victor Webb, whose parents fought school segregation in Merriam. The efforts led to a landmark 1949 Kansas Supreme Court decision in their favor. A mural at the Merriam Plaza library honors the Webbs and their 10 children, including Victor. The Juneteenth program will be emceed by poet and writer Steve Arledge and feature the Kansas City Boys and Girls Choir, the James Ward Band with Piaget Long and fan favorite SK8SHOT who performed last year. Chairman Mike Kelly will present a proclamation from Board of County Commissioners, and kids’ activities are planned. New this year: people coming to Juneteenth can preorder T-shirts to wear to the event and then keep as a memento. Order info is available at jocogov.myspreadshop.com. FY 2026 proposed budget overview

County Manager Penny Postoak Ferguson and Budget and Financial Planning staff presented the FY 2026 proposed budget to the Board for further review and consideration. The plan proposes a budget of $1.90 billion with $1.39 billion in expenditures, representing an increase of 1.45% from the current budget expenditures ($1.37 billion), and $507.9 million in reserves. It includes a flat total mill levy of 24.125 mills. The proposed levies are 17.286 mills for the county, 3.816 mills for the Library and 3.023 mills for the Park and Recreation District.

Consider authorizing an agreement with the City of Mission Hills for a storm sewer inspection project at a cost to the Johnson County Stormwater Management Program of $2,927.50.

Contract for paving improvements at transit center

Invitation for Bid No. 2025-016. Consider authorizing a contract with Freeman Concrete Construction, LLC, for the Transit Paving Improvements Phase VIII Project at the Murray L. Nolte Transit Center located at 1701 W. 56 Highway, Olathe, in the amount not to exceed $245,637.20.
