BOCC Agenda for May 1, 2025
MOU for co-responder services
Approved a Memorandum of Understanding between the Johnson County Board of County Commissioners and the City of Overland Park to provide co-responder crisis intervention assistance services. Vote: Passed 7-0.
Agreement for ‘Greenspace’ security
Authorized an agreement with the City of Edgerton to provide security at the community event center known as “The Greenspace” at the rate of $80 per hour. The contract term is one year with an option to renew upon mutual agreement two additional 1-year terms. Vote: Passed 7-0.
Contract for police uniforms and equipment
Authorized a term and supply contract with GT Distributors in the annual amount not to exceed $400,000 for the purchase of uniforms and other police equipment per BuyBoard contract 698-23. The contract term is one year with an option to renew upon mutual agreement two additional 1-year terms. Vote: Passed 7-0.
Development plan for Metcalf 211, Phase III
Approved a request from Judd Claussen, Phelps Engineering, Inc. applicant, on behalf of EMCH Feed & Elevator Co. and BEC Land LLC, landowners for a revised preliminary development plan for Metcalf 211, Phase III, located on 21.8 acres on property zoned PEC-3, Planned Research, Development and Light Industrial Park District at 7400 and 7325 W. 210th St. Vote: Passed 7-0.
Plan and permits for medical waste processing facility
Approved a request from Judd Claussen, Phelps Engineering, Inc. on behalf of Medical Waste Services, LLC, applicant, and EMCH Feed & Elevator Co., landowner, for a final development plan and conditional use permits for a medical waste processing facility and outdoor storage of trucks to be located on 5.01 acres on property zoned PEC3, Planned Research, Development and Light Industrial Park District at 7400 W. 210th St. Vote: Passed 7-0.
Final plat for Metcalf 211, Sixth Plat
Approved a request from Judd Claussen, Phelps Engineering, Inc. applicant, on behalf of EMCH Feed & Elevator Co., landowner, for a final plat for Metcalf 211, Sixth Plat located on 15.7 acres on property zoned PEC3, Planned Research, Development and Light Industrial Park District at 7400 W. 210th St. Vote: Passed 7-0.
County policy on artificial intelligence
Adopted the AI Policy to guide the use of artificial intelligence in county operations. Vote: Passed 7-0.

Severe Weather Preparedness and New Partners in Preparedness Program
Johnson County residents face serious risks from thunderstorms, floods, and tornadoes during the spring and summer months. Severe weather can develop with little warning, but taking simple, proactive steps can make a significant difference in ensuring safety and resilience. Johnson County Emergency Management recently launched the Partners in Preparedness program. This voluntary initiative is designed to recognize and encourage businesses, nonprofits, faith-based organizations, and other community groups that proactively strengthen their emergency readiness. Organizations participating in the program complete five preparedness actions across key areas such as emergency planning, staff training, drills, and community engagement. The program supports countywide resilience by promoting practical preparedness steps and strengthening connections between organizations and emergency management efforts. Participation is open to any organization within Johnson County, and those completing the requirements are recognized as official Partners in Preparedness. Johnson County Permits and Licenses Web Guide Now Available
We are excited to announce that the new Johnson County Permits and Licenses Guide officially went live on April 10. This new webpage consolidates permitting and licensing information from all Johnson County departments and agencies into a single, easy-to-navigate location. It is designed to help the public more easily navigate the county’s permitting and licensing processes by providing clear, accessible, and up-to-date links to the appropriate resources. The guide represents a major step forward in improving public access to information — making permitting and licensing more transparent, efficient, and user-friendly.
Committee of the Whole on May 1, 2025
The BOCC held a Committee of the Whole on Fiscal Health – 2027 and Beyond. The BOCC directed staff to bring back an agenda item for the May 8 business session placing the Public Safety III Sales Tax renewal on the Nov. 2025 general election ballot for a 10-year term to fund public safety projects. Vote: Passed 6-1.

Consider adopting a resolution to reorganize the Juvenile Corrections Advisory Board (JCAB) and approve and adopt bylaws for the JCAB.
Consider adopting a resolution to reorganize the Community Corrections Advisory Board (CCAB) and approve and adopt bylaws for the CCAB.
Consider adopting a resolution to reorganize the Solid Waste Management Committee.
Consider adopting a resolution to reorganize the Criminal Justice Advisory Council (CJAC) and approve and adopt bylaws for the CJAC.
Consider adopting resolution to reorganize the Public Art Commission.
Consider adopting a resolution to reorganize and reestablish the qualifications and appointment process and duties of members of the Johnson County Mental Health Advisory Board.
Term and supply contracts for rock
Consider authorizing term and supply contracts with multiple vendors for the purchase of Rock Products, in the amount not to exceed $750,000 for a period of one (1) year with the option to renew for four (4) additional one (1) year periods.
Johnson County Transit membership in regional transit alliance
Consider authorizing Johnson County Transit to join and participate as a member in the NEORide Regional Council of Governments.
Ambulance purchase
Consider authorizing a contract with Emergency Services Supply (dba Osage Ambulances), for the purchase of 10 ambulances, per BuyBoard cooperative contract 745-24, and Stryker Medical, for patient conveyance equipment, per the Savvik cooperative contract #2024-04, utilizing funds from the MED-ACT Equipment Reserve Fund for a total amount not to exceed $2,786,214.
Asphalt contract
Consider authorizing a contract with Superior Bowen Asphalt Company, LLC for approximately 10.87 miles of overlays at various locations in unincorporated Johnson County in an amount of $1,965,701.12.
Agreement on bridge replacement
Consider approving an agreement with the City of Overland Park for the replacement of the Pflumm Road bridge over Coffee Creek with County General Reserve, CARS Reserve and Federal Fund Exchange accounts.
