BOCC Agenda for March 13, 2025
Fence replacement at Johnson County Executive Airport
Authorized a change order to the contract with Century Fence Company, for additional fence replacement at the Johnson County Executive Airport, in an amount not to exceed $156,145; and increasing the total contract and project budget authority to an amount not to exceed $565,410.
Consent Agenda Vote: Passed 7-0.
Contract amendment for wastewater Integrated Plan
Authorized a contract amendment for $3,599,030 with HDR Engineering for Johnson County Wastewater Integrated Plan program services, increasing the total not-to-exceed contract amount to $18,913,030. Vote: Passed 7-0.
Revision to Board’s Amended Rules of Order
(Added Item to agenda per chair from the COW March 6, 2025). Approved Resolution No. 029-25 adopting the third revision to the Amended Rules of Order for the Board of County Commissioners of Johnson County.
Motion was made to table action for two weeks. Vote: Failed 2-5.

Update of New Century AirCenter (IXD) reflects record year in 2024
Runway 18/36 at New Century AirCenter (IXD) is the second-longest runway in the Kansas City metropolitan area. IXD is now the busiest general aviation airport in the metro region with 94,866 aircraft operations, second only to Kansas City International Airport. In 2024, New Century AirCenter set a record with 94,866 aircraft operations, reflecting a 7.2% increase over 2023. IXD is the second busiest airport in the state of Kansas only behind Wichita and ranks sixth in the Central Region (Kansas, Nebraska, Iowa, Missouri. Similarly, Johnson County Executive Airport recorded 56,078 aircraft operations, marking a 2.2% rise compared to the previous year. It was the fourth busiest airport in Kansas last year.
Employee participation in SevenDays® campaign includes blood drive
To honor Johnson County Government’s participation as a Kindness County during the SevenDays® - Make a Ripple, Change the World campaign (March 31 – April 8), our workforce has opportunities to participate. On March 31, employees can take part in a blood drive, which is a suggested campaign activity. It takes place from 8 a.m. to noon in the Administration Building. In addition, a group of employees from across the organization worked on a list of suggestions for county staff and teams to participate, providing ideas for each day’s theme. We appreciate the opportunity to remember the importance of choosing kindness, both in the workplace and in the community.

Executive Session on March 13, 2025
After meeting in executive session, the Board directed legal counsel to file a civil lawsuit against CSA Construction, Inc. dba Four Corners Event Center to prevent, enjoin, abate or remove any unlawful use of their property in violation of the county zoning regulations within Johnson County. Vote: Passed 7-0.

Transit Strategic Plan - Fixed Route / Micro Transit
The Board directed staff to include fixed route and micro transit recommendations as presented in the Strategic Plan process in 2025. Vote: Passed 6-1.

Retreat follow-up and focus areas
The Board directed staff to bring an item for adoption on the Board’s agenda for March 27 the five 2025-26 Focus Areas of Housing, Health and Safety, World Cup, Fiscal Health, and Strategic Communications and to include a report every six months for the Board to review on the Focus Areas. Vote: Passed 7-0.
A third discussion for an Opioid Settlement Update was rescheduled for March 27.
No BOCC Meeting on March 20, 2025
The Board will not meet March 20. The next Board meeting will be March 27.
