The Board of County Commissioners met on Thursday, June 5 in the Hearing Room at the Johnson County Administration Building.

Commissioner Julie Brewer was absent.

BOCC Agenda for June 5, 2025

Appraisal correction

Authorized the County Appraiser’s Office to make an appraisal correction to the 2024 tax roll for Commercial Real Estate.

Consent Agenda Vote: Passed 6-0.

Trustee changes at Gardner Township

Accepted the resignation of Devin Self as Trustee of Gardner Township and appointed David Wolf as the 6th District nominee for Trustee of Gardner Township. Vote: Passed 6-0.

Interlocal agreement for new parking garage

Approved an interlocal cooperation agreement with the City of Olathe for 50% cost sharing of the design and construction for a new parking garage in downtown Olathe in an amount not to exceed $11 million. Vote: Passed 5-1.

Election services

Authorized a contract with K&H Election Services for elections printing and mailing services at a cost not-to-exceed $615,000 for an initial period of one year with the option to renew for four additional 1-year terms with an annual cost not-to-exceed $615,000. Vote: Passed 6-0.

Antenna equipment for courthouse

Approved a no-cost agreement with AT&T to add bidirectional antenna equipment to the Courthouse. Vote: Passed 6-0.

Housing agreements for juveniles

Adopted Resolution No. 057-25 to delegate authority to the county manager or designee to enter into housing agreements with other counties in Kansas to house juveniles while they go through the adjudication and post-adjudication process. Vote: Passed 6-0.

Budget open houses start June 9, end June 24

Budget open houses offer the public the opportunity to explore the details of the proposed budget, ask questions and provide feedback. This year, we have expanded from two open house locations to five. Budget open houses for the 2026 proposed budget will take place on these dates from 4-6:30 p.m.:

  • Monday, June 9 at Corinth Library
  • Tuesday, June 10 at Central Resource Library
  • Tuesday, June 17 at Lenexa City Center Library
  • Wednesday, June 18 at Blue Valley Library
  • Tuesday, June 24 at Gardner Library

Budget guide webpage & property tax calculator set to go live

The Budget and Financial Planning Department and the web services team have been collaborating on creating a “budget guide" webpage for residents, where you can find all the high-level information about Johnson County's budget process in one place, in an easy-to-understand format. It links to related existing pages, as well as a newly developed resource: a property tax calculator, developed by AIMS. This will allow property owners to enter their address into the page and show how a change in mill levy would affect what they pay in property taxes. The budget guide and the property tax calculator will go live on Friday, in line with the timing for the first budget open house.

Report provides updates to major projects

A report for major projects over $1 million and master plans is provided bimonthly and supplements the Public Building Commission bi-annual reports in February and August. The information contained in this report is through May 31, 2025.

As part of the ongoing FY 2026 budget process, the Board received department presentations from Culture and Recreation (Park and Recreation/Museum, and Library), Records and Taxation (Elections; Treasury, Taxation and Vehicles; and Appraiser), Facilities/Fleet, and Airport.

BOCC Agenda for June 12, 2025

Appointment extension for interim appraiser

Resolution No. 058-25. Consider adopting Resolution No. 058-25 extending the appointment of Kara Endicott as the interim Johnson County appraiser.

Acceptance of grant funding

Consider acceptance of the CIC/CSU FY 26 Grant Award in the amount of $347,000 to provide funding for the Adult Crisis Stabilization Center, 11120 W. 65th Street, Shawnee.

MOU amendment for co-responder services

Consider approving an amendment to the Memorandum of Understanding (MOU) between the Johnson County Board of County Commissioners and the cities of Merriam, Mission, Roeland Park, Fairway, Westwood, Westwood Hills, and Mission Woods, collectively known as the Northeast (NE) Cities, to provide co-responder crisis intervention assistance services.

Tech agreement for mental health services

Consider approving an exception to competition and authorizing Johnson County Mental Health staff to sign an agreement with Netsmart Technologies, Inc. for implementation of Bells Quality Coach, Bells Virtual Scribe Subscription and KPI Dashboard in an amount not to exceed $171,000 annually and a one-time setup cost of $3,000 per Administrative Policy and Procedure #110.180.A.16 and authorize the reallocation and expenditure of fund balance (reserves) for FY 2025 in the amount of $85,500.

Contracts for rail maintenance services

Request for Proposal No. 2024-064. Consider authorizing term and supply contracts with Kelly-Hill Company, Musselman and Hall Contractors, and Capital Railroad Contracting, for rail maintenance services, at an aggregate cost not-to-exceed $600,000 for a period of one year with the option to renew for four additional 1-year periods.

Funds for wastewater system buy-in

Resolution No. WD 25-019. Conduct a public hearing and consider authorizing funds for the Spring Hill System Buy-in in an amount not to exceed $2 million and consider approving an agreement with the City of Spring Hill for reimbursement of Johnson County’s system buy-in and transfer of a portion of the JCW sewer system to the City.

Agreements to reconstruct runway at AirCenter

Consider authorizing intergovernmental agreements with the Federal Aviation Administration for the supply of certain material, supplies, equipment and services for the Johnson County Airport Commission related to the reconstruction of the New Century AirCenter Runway 18-36 project in an amount not to exceed $900,000 through all stages of the project including closeout, per Administrative Policy and Procedure #110.180.A.3; and authorize the reallocation and expenditure of airport fund balances (reserves) for FY 2025 in an amount not to exceed $900,000; and authorize an increase to the associated project authority budget of $900,000; and to delegate signatory authority of the current, and subsequent reimbursable agreements and any amendments to the executive director of the Johnson County Airport Commission.

Consider authorizing intergovernmental agreements with the Federal Aviation Administration for the supply of certain material, supplies, equipment and services for the Johnson County Airport Commission related to the construction of the New Century AirCenter air traffic control tower in an amount not to exceed $900,000 through all stages of the project including closeout, per Administrative Policy and Procedure #110.180.A.3; and authorize the reallocation and expenditure of airport fund balances (reserves) for FY 2025 in an amount not to exceed $900,000; and authorize an increase to the associated project authority budget of $900,000; and to delegate signatory authority of subsequent reimbursable agreements and any amendments to the executive director of the Johnson County Airport Commission.
