BOCC Agenda for June 12, 2025

Appointment extension for interim appraiser

Adopted Resolution No. 058-25 extending the appointment of Kara Endicott as the interim Johnson County appraiser.

Acceptance of grant funding

Approved acceptance of the CIC/CSU FY 26 Grant Award in the amount of $347,000 to provide funding for the Adult Crisis Stabilization Center, 11120 W. 65th Street, Shawnee.

MOU amendment for co-responder services

Approved an amendment to the Memorandum of Understanding between the Johnson County Board of County Commissioners and the cities of Merriam, Mission, Roeland Park, Fairway, Westwood, Westwood Hills and Mission Woods, collectively known as the Northeast Cities, to provide co-responder crisis intervention assistance services.

Tech agreement for mental health services

Approved an exception to competition and authorized Johnson County Mental Health staff to sign an agreement with Netsmart Technologies, Inc. for implementation of Bells Quality Coach, Bells Virtual Scribe Subscription and KPI Dashboard in an amount not to exceed $171,000 annually and a one-time setup cost of $3,000 per Administrative Policy and Procedure #110.180.A.16 and authorized the reallocation and expenditure of fund balance (reserves) for FY 2025 in the amount of $85,500.

Contracts for rail maintenance services

Authorized term and supply contracts with Kelly-Hill Company, Musselman and Hall Contractors, and Capital Railroad Contracting, for rail maintenance services, at an aggregate cost not-to-exceed $600,000 for a period of one year with the option to renew for four additional 1-year periods.

Agreements to reconstruct runway at AirCenter

Authorized intergovernmental agreements with the Federal Aviation Administration for the supply of certain material, supplies, equipment and services for the Johnson County Airport Commission related to the reconstruction of the New Century AirCenter Runway 18-36 project in an amount not to exceed $900,000 through all stages of the project including closeout, per Administrative Policy and Procedure #110.180.A.3; and authorized the reallocation and expenditure of airport fund balances (reserves) for FY 2025 in an amount not to exceed $900,000; and authorized an increase to the associated project authority budget of $900,000; and to delegate signatory authority of the current, and subsequent reimbursable agreements and any amendments to the executive director of the Johnson County Airport Commission.

Consent Agenda Vote: Passed 7-0.

Consideration funding for wastewater system buy-in

Opened a public hearing to consider Resolution No. WD 25-019 in authorizing funds for the Spring Hill System Buy-in in an amount not to exceed $2 million and consider approving an agreement with the City of Spring Hill for reimbursement of Johnson County’s system buy-in and transfer of a portion of the JCW sewer system to the City.

Motion was made to continue public hearing until the Board’s meeting on June 26 for further discussion. Vote: Passed 7-0.

News conference promotes Juneteenth events in Johnson County

On June 4, representatives from five Johnson County organizations holding Juneteenth celebrations held a joint news conference to promote their upcoming events. In attendance were Channels 4 and 41, Spectrum News and the Olathe Reporter. The Prairie Village Juneteenth Freedom Celebration, the Juneteenth OP at Prairiefire and the Advocacy and Awareness Group of Johnson County were all represented. County employees speaking that day included Phil Harris from the Johnson County Park and Recreation District, who invited people to the JCPRD Juneteenth celebration held on Saturday, June 7. Winter Arledge, co-chair of the county’s Juneteenth Committee, shared details about the county’s celebration. That upcoming event, with live music, choirs and a Board proclamation, takes place from 4:30 to 6:30 p.m. Thursday, June 19, at the Lenexa Civic Campus Commons, and we hope to see everyone there. 2025 Theatre in the Park

The 2025 Theatre in the Park season kicked off on May 31 with James and the Giant Peach, a family-friendly production that ran through June 7. The next production, Charlie and the Chocolate Factory, begins June 13 and runs to the June 21. Over one summer season, Theatre in the Park typically engages about 600 community volunteer performers across all five productions, which include actors, crew members and musicians. Over the course of 33 performances, Theatre in the Park will typically see more than 25,000 in attendance, drawing visitors across the region! The next three outdoor productions include:

  • My Fair Lady, June 27 – July 5
  • Catch Me If You Can, July 11 – 19
  • A Disney Double Feature, July 25 – Aug. 2

County night for employees will be held on Friday, June 13. This is an opportunity to recognize Johnson County employees across all departments and divisions.

City of De Soto to close street for sewer project

City of De Soto has notified Johnson County that 95th Street will need to be closed in the area between Lexington Avenue and the Sunflower Quarry haul road for the construction of a public sanitary sewer project during a two-week period from July 7 through July 21. The conditional use permit approved by the county for Sunflower Quarry includes stipulations for truck traffic on 95th Street. The county zoning administrator has approved a temporary permit to allow quarry trucks to travel east on 95th Street during the city’s project and required street closure.

Board receives final budget presentations from departments

As part of the ongoing FY 2026 budget process, the Board received department presentations from Infrastructure (Wastewater, Public Works/Transit/Stormwater, Planning) and Health & Human Services (Developmental Supports; Mental Health; and Aging & Human Services). The Board then began possible budget changes before adjourning to continue deliberations on Friday, June 13, 2025.

Committee of the Whole Agenda for June 13, 2025

As a Committee of the Whole, the Board received a budget presentation from Corrections, continued its deliberations on budget changes.

Motion was made to keep funding of the outside agencies (Johnson County Fair, County Economic Research Institute and Enterprise Center of Johnson County) uncharged in the proposed FY 2026 budget. Vote: Passed 7-0.

Motion was made call for question to vote on a proposed $8,100 contractual increase to Johnson County UCS funding in the proposed FY 2026 budget. Vote: Passed 7-0.

Motion was made to approve an $8,100 contractual increase to Johnson County UCS funding in the proposed FY 2026 budget. Vote: Passed 5-2.

Motion was made to direct staff to fully fund Aging and Human Services. If this is not possible, they should fund proportionally with 50% to nutrition services, 40% to utility assistance and 10% to food pantries. Vote: Passed 6-1.

The Board is scheduled to set the maximum expenditure authority for the FY 2026 budget on June 26.

No BOCC Meeting on June 19, 2025

There will be no Board meeting on June 19 due to Juneteenth. The next Board meeting will be on June 26.
