Contract to replace underground storage tank
Authorized a contract with Universal Construction Company, Inc. for the Olathe Adult Detention Center underground storage tank replacement at 101 N. Kansas Ave., Olathe, in the amount not to exceed $218,485.49.

Approval of new BOCC districts
(Added Item to agenda, per Chairman, from 7/24/25 COW). Approved Resolution No. 094-25 in reapportioning the Johnson County Commissioner Districts to attain districts that are reasonably compact in configuration and reasonably equal in population as prescribed in K.S.A. 19-204. Vote: Passed 5-2

Approval of special election in March
(Added Item to agenda, per Chairman, from 7/24/25 BOCC meeting). Approved Resolution No. 095-25 modifying Resolution No. 052-25 by withdrawing the call of election for Nov. 4, 2025, and proposing the renewal of the one-fourth (1/4) of one cent (0.25%) Public Safety III countywide retailers’ sales tax in Johnson County for a term of 10 years to be submitted for a mail ballot special election on March 3, 2026. Vote: Passed 6-1.

2025 JoCo Academy registration is now open
The 2025 Academy will begin on Aug. 26 and meet each Tuesday evening until the graduation on Oct. 28. Most sessions will be held in the Johnson County Administration Building, but there will be tours of some of our programs and county facilities. During the sessions, participants will hear presentations from staff from Wastewater, Public Works, Aging and Human Services, Library, Park and Recreation, Sheriff’s Office and more. Fentanyl campaign featured at national conference
In March 2024, the Johnson County Prevention and Recovery Coalition launched the “You Never Know” digital campaign with the goal of reaching young people in Johnson County to raise awareness and provide education about the dangers of fentanyl and fake pills. “You Never Know” has been supported by the county’s opioid settlement funds with matching funding provided by Keepin’ Clean for Coop. Recently, “You Never Know” started a new 20-week campaign with fresh content focused on reaching the adults that interact with young people in our community—parents and grandparents, teachers and coaches. Sierra Wright and Jaymi Schap from Mental Health’s prevention team represented Johnson County in Nashville last week for Community Anti-Drug Coalitions of America’s mid-year training institute. Sierra was a presenter at CADCA, sharing the successful “You Never Know” campaign with a national audience.
Executive Session on July 31, 2025
After meeting in executive session, motion was made to authorize Chief Counsel to initiate a civil lawsuit on behalf of the County to recover expenses incurred by the County for three former employees. Vote: Passed 7-0.

Loan agreement for Nelson project
Resolution No. WD 25-027. Consider authorizing the execution of a third loan agreement in the amount of $76,740,000 with the State of Kansas, acting by and through the Kansas Department of Health and Environment for the purpose of obtaining a loan from the Kansas Water Pollution Control Revolving Fund as part of the approach to finance the Nelson Wastewater Treatment Facility Improvements project, establishing a dedicated source of revenue for repayment of such loan, authorizing and approving certain documents in connection therewith, and authorizing certain other actions in connection with the loan agreement.
AAA’s new Area Plan on Aging
Consider approving the Johnson County Area Agency on Aging 2026-2029 Area Plan on Aging and delegate signature authority for revisions and updates to AHS director.
Contract for group medical plan administration
Request for Proposal No. 2025-002. Consider authorizing a contract with Blue Cross Blue Shield of Kansas City (Blue KC) to furnish Group Health Administration services with an estimated annual administration cost not to exceed $2 million for the Medical Plan Administration for a 1-year period effective Jan. 1, 2026, with the option to renew for four additional 1-year periods, and authorizing the changes to the medical and drug plan designs and employee contribution rate structure for the 2026 plan year as recommended by the Health Care Fund Management Team.
Contract for group pharmacy plan
Request for Proposal No. 2025-003. Consider authorizing a contract with MedOne Pharmacy Benefit Solutions to administer the County’s self-funded group pharmacy plan, at cost not to exceed $300,000 annually; and Tria Health LLC, for medication therapy management services for County employees, at a cost not exceed $600,000 annually, subject to approval of the Fiscal Year 2026 budget, for a 1-year period effective Jan. 1, 2026, with the option to renew for four additional 1-year periods.
