Board of County Commissioners Meeting Recap: Jan. 23, 2025

The Board of County Commissioners met on Thursday, Jan. 23 in the Hearing Room at the Johnson County Administration Building.

The Board recognized County Appraiser Beau Boisvert, who has served Johnson County for four years, for his 30-year career in public service and his retirement on Friday, Jan. 24.

BOCC Agenda for Jan. 23, 2025

Dissolving Wastewater Development Advisory Committee

Dissolved the Wastewater Development Advisory Committee.

Easements to replace bridge

Approved granting the necessary easements to the City of Overland Park in the northeast corner of Johnson County Wastewater’s Douglas L. Smith Middle Basin Wastewater Treatment Facility property at 10001 College Blvd. to facilitate the replacement of the Indian Creek Bridge on College Boulevard.

Agreement for Olathe MED-ACT co-location at Station 52

Authorized a license agreement with the City of Olathe for the purpose of MED-ACT co-location at Station 52 (1725 N. Renner Blvd.) and to provide usable space, outlined in Exhibit A, for MED-ACT personnel, ambulance/response vehicles, equipment and supplies for a term of five years with a one-time payment to Olathe in the amount of $174,233 to be effective Feb. 1, 2025; and authorized the use of budgeted, approved funds in an amount not to exceed $174,233.

Agreement for Olathe MED-ACT co-location at Station 53

Authorized a license agreement with the City of Olathe for the purpose of MED-ACT co-location at Station 53 (14940 W 143rd St.) and to provide usable space, outlined in Exhibit A, for MED-ACT personnel, ambulance/response vehicles, equipment and supplies for term of five years with a one-time payment to Olathe in the amount of $196,697 to be effective Feb. 1, 2025; and authorized the use of budgeted, approved funds in an amount not to exceed $196,697.

Consent Agenda Vote: Passed 7-0.

Amending permit for quarry

Adopted Resolution No. 010-25 and approved a request from Martin Marietta Kansas City, LLC for an amendment to its existing conditional use permit for expansion of mining area and continued operation of the surface rock quarry, known as Sunflower Quarry, including mining, blasting, rock crushing, rock stockpiling, rock sales and concrete plant, at 34135 W. 95th St., south of 95th Street, west of Kill Creek Road and north of 111th Street. Vote: Passed 7-0.

Contract for the sale of former library

Approved and ratified a contract for sale between the Board of Directors of the Johnson County Library and the City of Merriam in the appraised amount of $3,930,000, for the former Antioch Library, the Library’s Support Services Building and two additional parcels. Vote: Passed 6-1.

Report provides BOCC Priorities update

The Johnson County Board of County Commissioners establishes its strategic priorities for periods of two years. The board adopted its priorities for 2023-24 on April 20, 2023. Karins along with Assistant County Manager Adam Norris and Emily Vincent, assistant to the county manager, provided highlights from a report over the last six months and a summary of the full two years of progress.

New study calculates AirCenter's economic impact at $1.1 billion

New Century AirCenter generates a substantial $1.1 billion annually in economic impact, according to a study by the County Economic Research Institute. The Johnson County Airport Commission's strategic investments and management have turned the airport into a vibrant economic hub, supporting nearly 5,000 jobs and fostering workforce development. The current $1.1 billion impact reflects existing activities, but with ongoing development projects, this figure is expected to rise and further enhance the airport's contributions to the local and regional economy.

Committee of the Whole Agenda for Jan. 23, 2025

During a meeting as a Committee of the Whole, the Board received an update of the Health Services Building project at the Sunset Campus in Olathe.

Direction was made to have staff incorporate enhanced water reclamation and rooftop solar panels into the project for a total additional capital budget of $3,070,000, to provide additional information on the possible addition of a geothermal system into the project and to place on a future agenda for BOCC/PBC action. Vote: Passed 7-0.

Consider approving the appointment of Ramakrishna (Rama) Shetty – Chairman representative to the Johnson County Diversity, Equity and Inclusion Coalition through Oct. 31, 2027.

Appointment to Tenth Judicial District Nominating Commission

Consider approving the appointment of Dennis Monahan – Second District representative to the Tenth Judicial District Nominating Commission through March 1, 2026.

Contract for fencing projects at airports

Invitation for Bid (IFB) # 2024-058. Consider authorizing a contract with Century Fence Company, for the New Century AirCenter & Johnson County Executive Airport Fencing Project in an amount not to exceed $409,265; and authorizing an increase of $235,765 to the Airport Kansas Department of Transportation Fencing Capital Improvement Project bringing the new total project authorization to an amount not to exceed $409,265.

Amending grants purchasing policy

Resolution No. 009-25. Consider authorizing Resolution No. 009-25 to amend Policy 180.120 – Grants Purchasing to be in accordance with the Federal Uniform Guidance.

Contract extension for utility locating services

Consider authorizing a contract extension with USIC Locating Services, LLC, for utility locating services within the Consolidated Main Sewer District in an amount not to exceed $265,000 until April 30, 2025.

Contract for wastewater system repairs

Invitation for Bid (IFB) No. 2024-069. Consider authorizing a contract with Insituform Technologies USA, LLC, for Collection System Rehabilitation and Repair with Cured in Place Pipe and Manhole Rehabilitation, CMSD Contract No.38, in an annual amount not to exceed $5 million for a one-year term with the option to renew annually for four additional one-year terms.
