BOCC Agenda for Feb. 6, 2025

Final plat for Metcalf 211

Approved a request from Judd Claussen, Phelps Engineering, Inc. applicant, on behalf of EMCH Feed & Elevator Co., landowner, for a final plat for Metcalf 211, Fifth Plat, a two-lot industrial subdivision on 21.8 acres, on property zoned PEC3, Planned Research, Development and Light Industrial Park District at 7325 and 7400 W. 210th St.

Development plan for new building

Approved a request from David Eskov, applicant, and J&B Properties Midwest, LLC, landowner, for a preliminary and final development plan for a 5,888-square-foot building, on 0.82 acres, on property zoned PEC-3, Planned Light Industrial Park District, on Lot 7, Griffin Industrial Park Phase 2, in Section 08, Township 15, Range 25.

Weight limits for bridge

Adopted Resolution No. 003-25 to establish vehicle weight limits for Metcalf Avenue bridge south of 207th Street in the unincorporated area of Johnson County.

Stop signs at two AirCenter intersections

Adopted Resolution No. 008-25 to install all-way stop signs at two intersections in New Century AirCenter.

Agreement to replace bridge

Approved an agreement with the City of Overland Park for the replacement of the Pflumm Road bridge over Coffee Creek with County General Reserve, CARS Reserve and Federal Fund Exchange accounts.

Permit for sports field lighting

Approved a request from Johnson County Park & Recreation District, applicant and landowner, for a special permit to allow the continued use of the existing sports field lighting on the football fields at the Heritage Park Sports Complex, on property zoned RN1, Residential Neighborhood 1 District, at 16240 Pflumm Road.

Consent Agenda Vote: Passed 7-0.

Remanded permit request for golf driving range

Remanded to the Zoning Board an application for a conditional use permit for a golf driving range and 4,300-square-foot hitting shed on approximately 43 acres of a 74.57 acre property. Following the previous Zoning Board meeting, the applicant requested a change to one of the CUP stipulations. The change requires reconsideration by the Zoning Board. Vote: Passed 7-0.

Tabled request for additional funding for Health Services Building project

Tabled until the Board’s agenda on March 6 a request for an increase of $3,070,000 for the new Health Services Building capital project bringing the new total project authorization in an amount not to exceed $116,524,000. Vote: Passed 7-0.

Resolution to consolidate two fire districts

Sitting as the Governing Body of Fire District No. 2, adopted Resolution No. 2025-1 for the consolidation of Johnson County Fire District No. 1 and Johnson County Fire District No. 2. Vote: Passed 7-0.

Resolutions from fire districts in support of consolidation

Acknowledged receipt of Resolution No. 25-0001 from the Governing Board of Fire District No. 1 and Resolution No. 2025-1 from the Governing Board of Fire District No. 2, both requesting the consolidation of Fire District No. 1 and Fire District No. 2. Vote: Passed 7-0.

Creation of new Consolidated Fire District No. 1

Adopted Resolution No. 014-25 consolidating Johnson County Fire District No. 1 and Johnson County Fire District No. 2 and creating the Johnson County Consolidated Fire District No. 1. Vote: Passed 7-0.

Final report is available on Landlord Incentive Pilot Program

The Landlord Incentive Pilot Program report is now available. The program assisted 176 families with accessing, affordable housing units and recruited more than 55 new landlords to rental assistance programs over two years. The program was recognized for innovation by the National Association of Counties in 2024. This report provides a program overview, data on the successes of the program, and recommendations for the future. The successful pilot program was continued for 2025.

Report provides Major Projects Update through Jan. 31, 2025

This report is for major projects over $1 million and master plans. The report is provided bimonthly and supplements the Public Building Commission bi-annual reports in February and August. The information contained in this report is through Jan. 31, 2025.

Commerce Center building receives annual certification

Beneficiaries of county tax abatements are required to provide a performance agreement and certification letter to the Airport Commission. In 2023, the County and KCI NCCC Building B1, LLC entered into a performance agreement, which established certain criteria for the continued approval of a tax abatement granted by the Board for the building at New Century Commerce Center.

Named Commissioner Meyers as secretary

(Added Item to the Agenda). Affirmed the Chairman’s appointment of Commissioner Jeff Meyers as the secretary of the Public Building Commission. Vote: Passed 7-0.

Contract amendment for new Health Services Building project

Authorized the Construction Manager as Constructor Guaranteed Maximum Price contract amendment with McCownGordon Construction Company for the new Health Services Building project in an amount of $67,727,663 for a total contract amount not to exceed $67,907,663. Vote: Passed 7-0.

Appointment of Local Health Officer

Resolution No. 020-25. Acting as the Board of Health, consider approving the appointment of Erin Corriveau, M.D., M.P.H., as Local Health Officer for Johnson County, Kansas, pursuant to K.S.A. 65-201.

Building, hangars at New Century AirCenter

Resolution No. 017-25. Application No. W 24-447-PDP. Consider a request from Justin Milburn, Milburn Civil Engineering on behalf of Dream Air New Century, LLC, applicant, and Johnson County Airport Commission, landowner, for a Preliminary Development Plan for a terminal building and two hangars located on 8.23 acres zoned PEC3, Planned Research, Development, and Light Industrial Park District, and located east of 1 New Century Parkway in New Century AirCenter.

Reconstruction of airport T-hangars

Consider authorizing Authorization No. 5 for Construction Phase Services for the Reconstruction of the Mike and November T-Hangar Buildings at the Johnson County Executive Airport, per the term and supply contract with Burns and McDonnell for on-call airport engineering services, in an amount not to exceed $246,000.

Reconstruction of airport East-1 Apron

Consider authorizing Authorization No. 6 for Design and Bidding Phase Services for the Reconstruction of the East-1 Apron at the Johnson County Executive Airport, per the term and supply contract with Burns and McDonnell for on-call airport engineering services, in an amount not to exceed $173,600.

Reconstruction of airport East-4 Apron

Consider authorizing Authorization No. 7 for Design and Bidding Phase Services for the Reconstruction of the East-4 Apron at the Johnson County Executive Airport, per the term and supply contract with Burns and McDonnell for on-call airport engineering services, in an amount not to exceed $175,600.

License agreement for MED-ACT Station 71 co-location

Consider authorizing a License Agreement with the City of Shawnee for the purpose of MED-ACT co-location at Station 71 (6501 Quivira Road) and to provide usable space, outlined in Exhibit A, for MED-ACT personnel, ambulance/response vehicles, equipment and supplies for a term of 20 years with a one-time payment to the City of Shawnee in the amount of $1,333,725 to be effective Jan. 1, 2025; and authorizing the reallocation and expenditure of $1,333,725 from General Fund reserves for the payment.

License agreement for MED-ACT Station 73 co-location

Consider authorizing a License Agreement with the City of Shawnee for the purpose of MED-ACT co-location at Station 73 (6805 Hedge Ln Terrace) and to provide usable space, outlined in Exhibit A, for MED-ACT personnel, ambulance/response vehicles, equipment and supplies for a term of 20 years with a one-time payment to the City of Shawnee in the amount of $1,238,623 to be effective Jan. 1, 2025; and authorizing the reallocation and expenditure of $1,238,623 from General Fund reserves for the payment.

Vacating road right-of-ways at AirCenter

Resolution No. 016-25. Consider adopting Resolution No. 016-25, vacating the dedication of certain roads at New Century AirCenter as public right-of-ways.

Agreement to accept grant

Consider authorizing the Department of Planning, Housing and Community Development to enter a grant subrecipient agreement with United Community Services of Johnson County to accept a subgrant from the Bloch Family Foundation in the amount of $180,000; consider authorizing the director of Planning, Housing and Community Development to execute the grant subrecipient agreement and non-substantiative amendments; and approve the addition one (1.0) FTE position, funded by grants, to provide housing counseling to renters.

Acceptance of funding for transit service

Consider authorizing the acceptance of funding from the Federal Highway Administration’s Congestion Mitigation Air Quality Improvement Program in the amount of $2 million with a local match of $600,000 provided by Johnson County Transit with the potential participation of additional partner agencies, for the provision of transit service connecting the Kansas City International Airport with Lenexa City Center and the Overland Park Convention Center.

Agreement for consulting services

Consider approving an exception to competition under Administrative Policy 110- 180.A16 and authorizing an agreement with CBIZ, Inc. for human resource and compensation consulting services in an amount not to exceed $220,000 and authorize the reallocation and expenditure of General fund balance (reserves) for FY 2025 in the amount of $220,000.

Creation of Communications and Engagement Department

Resolution No. 019-25. Hold a public hearing and consider approving the County Manager’s recommendation to change the administrative organization of the County by creating a stand-alone Communications and Engagement Department.

Special Public Building Commission Agenda for Feb. 13, 2025

Bonds for building improvements

Resolution No. PBC 001-25. Consider approving and adopting Resolution No. PBC 001-25 to authorize the issuance of revenue bonds in an amount not to exceed $6,365,000 plus the cost of issuance and related financing costs, for the purpose of improvements to the Northeast Office Building, Administration Building and New Century Adult Detention Center; to authorize the execution of a cooperation agreement between Johnson County and the Public Building Commission; and providing for the giving of notice of said intention.
