BOCC Agenda for Feb. 13, 2025

Appointment of Local Health Officer

Acting as the Board of Health, approved the appointment of Erin Corriveau, M.D., M.P.H., as Local Health Officer for Johnson County, Kansas, pursuant to K.S.A. 65-201.

Building, hangars at New Century AirCenter

Approved a request from Justin Milburn, Milburn Civil Engineering on behalf of Dream Air New Century, LLC, applicant, and Johnson County Airport Commission, landowner, for a preliminary development plan for a terminal building and two hangars on 8.23 acres zoned PEC3, Planned Research, Development, and Light Industrial Park District, located east of 1 New Century Parkway in New Century AirCenter.

Reconstruction of airport East-1 Apron

Authorized design and bidding phase services for the reconstruction of the East-1 Apron at the Johnson County Executive Airport, per the term and supply contract with Burns and McDonnell for on-call airport engineering services in an amount not to exceed $173,600.

Reconstruction of airport East-4 Apron

Authorized for design and bidding phase services for the reconstruction of the East-4 Apron at the Johnson County Executive Airport, per the term and supply contract with Burns and McDonnell for on-call airport engineering services in an amount not to exceed $175,600.

License agreement for MED-ACT Station 71 co-location

Authorized a license agreement with the City of Shawnee for the purpose of MED-ACT co-location at Station 71 (6501 Quivira Road) and to provide usable space, outlined in Exhibit A, for MED-ACT personnel, ambulance/response vehicles, equipment and supplies for a term of 20 years with a one-time payment Shawnee in the amount of $1,333,725 to be effective Jan. 1, 2025; and authorized the reallocation and expenditure of $1,333,725 from General Fund reserves for the payment.

License agreement for MED-ACT Station 73 co-location

Authorized a license agreement with the City of Shawnee for the purpose of MED-ACT co-location at Station 73 (6805 Hedge Ln Terrace) and to provide usable space, outlined in Exhibit A, for MED-ACT personnel, ambulance/response vehicles, equipment and supplies for a term of 20 years with a one-time payment to Shawnee in the amount of $1,238,623 to be effective Jan. 1, 2025; and authorized the reallocation and expenditure of $1,238,623 from General Fund reserves for the payment.

Vacating road right-of-ways at AirCenter

Adopted Resolution No. 016-25, vacating the dedication of certain roads at New Century AirCenter as public right-of-ways.

Consent Agenda Vote: Passed 7-0.

Reconstruction of airport T-hangars

Authorized construction phase services for reconstruction of the Mike and November T-Hangar Buildings at the Johnson County Executive Airport per the term and supply contract with Burns and McDonnell for on-call airport engineering services in an amount not to exceed $246,000. Vote: Passed 7-0.

Agreement to accept grant

Authorized the Department of Planning, Housing and Community Development to enter a grant subrecipient agreement with United Community Services of Johnson County to accept a subgrant from the Bloch Family Foundation in the amount of $180,000; authorized the director of Planning, Housing and Community Development to execute the grant subrecipient agreement and non-substantiative amendments; and approved the addition one (1.0) FTE position, funded by grants, to provide housing counseling to renters. Vote: Passed 7-0.

Acceptance of funding for transit service

Authorized the acceptance of funding from the Federal Highway Administration’s Congestion Mitigation Air Quality Improvement Program in the amount of $2 million with a local match of $600,000 provided by Johnson County Transit with the potential participation of additional partner agencies, for the provision of transit service connecting the Kansas City International Airport with Lenexa City Center and the Overland Park Convention Center. Vote: Passed 7-0.

Agreement for consulting services

Approved an exception to competition under Administrative Policy 110- 180.A16 and authorized an agreement with CBIZ, Inc. for human resource and compensation consulting services in an amount not to exceed $220,000 and authorized the reallocation and expenditure of General fund balance (reserves) for FY 2025 in the amount of $220,000. Vote: Passed 7-0.

Creation of Communications and Engagement Department

After a public hearing, adopted Resolution No. 019-25 approving the County Manager’s recommendation to change the administrative organization of the County by creating a stand-alone Communications and Engagement Department. Vote: Passed 6-1.

Manager’s Memo, Deputy County Manager Julie Karins

Treasury, Taxation and Vehicles Offices closing to the public on Feb. 17

To conduct staff training, the three offices of the Johnson County Treasury, Taxation and Vehicles will be closed to the public on Presidents’ Day, Monday, Feb. 17. The training will include time for strategic planning work, team building workshops as well as presentations focused on customer service. The offices will resume normal hours on Tuesday, Feb. 18.

Board of Zoning Appeals Variance Decision

On Jan. 29, 2025, the Board of Zoning Appeals approved a request for a variance from the 35 feet minimum highway right-of-way setback requirement for two existing billboard signs located in the PEC, Planned Light Industrial Park District, and to instead allow the signs to be set back 13.8 and 12.5 feet respectively, so that the signs can continue to be used. The Planning Staff recommends that the Board take no action, thereby allowing the BZA decision to become final on Feb. 27, 2025.

Special Public Building Commission Meeting on Feb. 13, 2025

Bonds for building improvements

Approved and adopted Resolution No. PBC 001-25 to authorize the issuance of revenue bonds in an amount not to exceed $6,365,000 plus the cost of issuance and related financing costs, for the purpose of improvements to the Northeast Office Building, Administration Building and New Century Adult Detention Center, authorizing the execution of a cooperation agreement between Johnson County and the Public Building Commission and providing for the giving of notice of said intention. Vote: Passed 7-0.

Resolution No. 018-25. Consider City of Gardner Application No. FDP-24-304-09 for Prairie Trace Meadows, Fourth Plat, a residential subdivision comprised of 20 lots on approximately 4.82 acres, located south of 175th Street and west of Clare Road, and within 1 mile of New Century AirCenter.

Rezoning for Century Farms North development

Resolution No. 021-25. Consider City of Overland Park Application No. REZ2024- 00014, for rezoning from RUR-J, Rural District Johnson County, to R-1 Single Family Residential District, on 40 acres, for the Century Farms North development, located at the northwest corner of 167th Street and Quivira Road, Overland Park, and located within one mile of Johnson County Executive Airport.
