BOCC Agenda for April 3, 2025
Permit for golf driving range
(Remanded on Feb. 6, 2025, BOCC meeting). Approved a conditional use permit for a golf driving range and 4,300-square-foot hitting shed on approximately 43 acres of a 74.57-acre property as part of Wolf Creek Golf Course.
2024 Annual Noxious Weed Eradication Progress Report
Approved the Johnson County Annual Noxious Weed Eradication Progress Report for 2024.
2025 Annual Noxious Weed Management Plan
Approved the Johnson County Annual Noxious Weed Management Plan for 2025.
Interlocal agreement for aging services
Authorized an interlocal agreement between the Aging and Human Services Department’s Johnson County Area Agency on Aging and the Johnson County Park and Recreation District to provide evidence-based programs for Johnson County residents 60 years and older and to delegate signatory authority of the interlocal agreement and any amendments to the director of the Johnson County Department of Aging and Human Services.
Consent Agenda Vote: Passed 7-0.
Letter of Intent regarding housing crisis
Accepted a Letter of Intent from The Greater Kansas City Home Ownership Initiative, which outlines a nonexclusive collaboration to address the housing crisis in Johnson County.

Contract for waste disposal services
Authorized a contract with Arcwood Environmental, LLC (formerly known as and submitted under Heritage Environmental Services, LLC) for Household Hazardous Waste Disposal Services at a cost not to exceed $295,000 for a period of 1 year with the option to renew for four additional 1-year periods. The initial contract term is effective June 1, 2025.

Agreement for records management
Approved a license and service agreement with Tyler Technologies, Inc. utilizing a cooperative contract through Sourcewell Contract 060624-TTI for the purchase of the Enterprise Records Management System, for a period of 5 years at a cost not to exceed $918,021 payable in annual escalating installments and authorized the expenditure of $918,021 from the Register of Deeds Technology Fund.

Plans are underway to rename Garden Gallery after Dennis Patton
The dedication of the Dennis Patton Garden Gallery, featuring new signage and other improvements, is scheduled from 4 to 5:30 p.m. Wednesday, May 21, at the Sunset Office Building (11811 S. Sunset Drive, Olathe) in honor of the late longtime horticulturist Dennis Patton.
Dennis Patton died March 16, 2024, from lung cancer at age 64. He was a horticulturist at Kansas State University's Johnson County Extension Office for 35 years and was instrumental in 2007 in creation of the Garden Gallery now being named after him. He was a popular gardening expert, writing the Kansas City Star Grow article for more than 30 years, for Kansas City Gardener magazine for more than 27 years and for The Best Times over many years.
Designed, planted and maintained by Johnson County K-State Research and Extension Master Gardeners, the demonstration garden features more than a thousand different plants along with small trees and shrubs. It is located on the southeast corner of the Sunset Office Building. The Garden Gallery is accessible and open all year-round to the public.
Bimonthly report provides updates on major projects
Report is for major projects over $1 million and master plans. The report is provided bimonthly and supplements the Public Building Commission biannual reports in February and August. The information contained in this report is through March 28, 2025.

Committee of the Whole Agenda for April 3, 2025
During a COW meeting, the BOCC discussed plans for redistricting the county’s six existing commission districts in 2025. The last Johnson County redistricting occurred in August 2013.
Staff was directed to prepare 3 redistricting maps with proposed changes in boundary lines and criteria to include population equivalency, existing voting precincts, keeping cities whole, etc. for Board review and discussion at a COW meeting on May 8. Vote: Passed 7-0.
Study Session Agenda for April 3, 2025
In an afternoon study session, the BOCC received a Fiscal Health and Resource Program Review of 546 programs involving 26 Johnson County departments, agencies and offices; 368 community-facing programs; and 178 governance programs.
Agenda Items for April 10, 2025
Contract for upgrading audio/visual system
Consider approving a contract with Mission Electronics, Inc., utilizing a cooperative contract through State of Kansas contract #57377 for upgrading the audio/visual system for the Johnson County Emergency Operations Center in an amount not to exceed $704,451 and authorize the expenditure of $704,451 from the FY 2024 Emergency Operations Center Grant Program Award.
Amendment to CIP for JCDS project
Resolution No. 032-25. Consider adopting Resolution No. 032-25 to amend the Fiscal Year (FY) 2025-2029 Capital Improvement Program to include the Developmental Supports Assistive Technology Lab capital project and to authorize the reallocation and expenditure of Developmental Supports Fund reserves in the amount of $700,000 for such project and for assistive technology and employment supports.
Submittal of Corrections’ SFY 2026 plan
Consider authorizing and submitting the Johnson County Department of Corrections’ SFY 2026 Community Corrections Adult Comprehensive Plan and Funding request to the Kansas Department of Corrections in an amount not to exceed $3,037,636.06.
Submittal of SFY 2026 grant application
Consider approving and submitting the 10th Judicial District’s SFY 2026 Juvenile Services Comprehensive Plan Grant Application in the amount of $1,811,753.80 to the Kansas Department of Corrections and authorizing the associated positions, contracts and client services.
Submittal of applications for juvenile program grants
Consider authorizing and submitting the SFY 2026-2027 Applications for the EvidenceBased Programs Grants, including the Juvenile Corrections Advisory Board Grants in the amount of $801,546.34 and the Juvenile Reinvestment Grants in the amount of $641,238.00, and a Juvenile Regional Collaboration Grant in the amount of $278,806.50 to the Kansas Department of Corrections, as approved by the Juvenile Corrections Advisory Board, to support interventions and programming for justice-involved youth.
Funds and MOU involving wastewater project
Resolution No. WD 25-013. Conduct a public hearing and consider authorizing funds for the Kansas City, Missouri Dykes Branch Interceptor Project in an amount not to exceed $8,128,419 and consider approving a Memorandum of Understanding with the City of Kansas City, Missouri for reimbursement of Johnson County’s portion of the project.
