Board of County Commissioners Meeting Recap: April 10, 2025

The Board of County Commissioners met on Thursday, April 10 in the Hearing Room at the Johnson County Administration Building.

Commissioner Shirley Allenbrand was absent.

The Board proclaimed April as Fair Housing Month.

BOCC Agenda for April 10, 2025

Amendment to CIP for JCDS project

Adopted Resolution No. 032-25 to amend the Fiscal Year (FY) 2025-2029 Capital Improvement Program to include the Developmental Supports Assistive Technology Lab capital project and to authorize the reallocation and expenditure of Developmental Supports Fund reserves in the amount of $700,000 for such project and for assistive technology and employment supports. 

Submittal of Corrections’ SFY 2026 plan

Authorized and submitted the Johnson County Department of Corrections’ SFY 2026 Community Corrections Adult Comprehensive Plan and Funding request to the Kansas Department of Corrections in an amount not to exceed $3,037,636.06. 

Submittal of SFY 2026 grant application

Approved and submitted the 10th Judicial District’s SFY 2026 Juvenile Services Comprehensive Plan Grant Application in the amount of $1,811,753.80 to the Kansas Department of Corrections and authorizing the associated positions, contracts and client services. 

Submittal of applications for juvenile program grants

Authorized and submitted the SFY 2026-2027 Applications for the EvidenceBased Programs Grants, including the Juvenile Corrections Advisory Board Grants in the amount of $801,546.34 and the Juvenile Reinvestment Grants in the amount of $641,238.00, and a Juvenile Regional Collaboration Grant in the amount of $278,806.50 to the Kansas Department of Corrections, as approved by the Juvenile Corrections Advisory Board, to support interventions and programming for justice-involved youth. 

Consent Agenda Vote: Passed 6-0.

Contract for upgrading audio/visual system

Approved a contract with Mission Electronics, Inc., utilizing a cooperative contract through State of Kansas contract #57377 for upgrading the audio/visual system for the Johnson County Emergency Operations Center in an amount not to exceed $704,451 and authorized the expenditure of $704,451 from the FY 2024 Emergency Operations Center Grant Program Award. Vote: Passed 6-0.

Funds and MOU involving wastewater project

After a public hearing, authorized funds for the Kansas City, Missouri Dykes Branch Interceptor Project in an amount not to exceed $8,128,419 and approved a Memorandum of Understanding with the City of Kansas City, Missouri for reimbursement of Johnson County’s portion of the project. Vote: Passed 6-0.

Housing Services 2024 Annual Report is now available 

The 2024 Annual Report, including stories of the households assisted by Johnson County Housing Services, is on the Housing Services page of the website (jocogov.org/housing). The report will be shared on Housing Services’ NEW Facebook page (facebook.com/jocohousingservices). Hard copies are available. A short video featuring the home repair programs and a major HOME Rehab project profile is available at jocogov.org/housing to accompany the report. 

Report details 2024 energy consumption management achievements 

The Facilities Management Department has released its 2024 Energy Consumption Management Executive Summary that highlights 2024 energy consumption management achievements. Since 2015, $1.7 million investment in Energy Efficiency Measures resulted in more than $3 million in cost avoidance, with a 5.7-year payback. In 2024, significant cost avoidance and a 9% reduction in energy usage occurred in both County and Library portfolios, despite increases in building square footage and energy prices. Seven county buildings achieved ENERGY STAR certification, demonstrating a commitment to efficiency. Moving forward, dedication exists to achieving the Department of Energy's Zero Emissions Building goals by 2050 along with a continued focus on cost-effective EEM projects with targeted payback periods.

County Auditor Douglas Jones presented a performance audit on the county’s Women, Infants and Children program administered by the Department of Health and Environment.

Permit for concrete plant operations at AirCenter

Resolution No. 031-25. Application No. W 25-462-CUP (GA). Consider a request from Penny’s Concrete, Inc., applicant, and Johnson County Airport, landowner, for a conditional use permit to allow the continued use of the concrete plant operations, related exterior storage and two over-height buildings, on 6.85 acres, on property zoned PEC-3, Planned Light Industrial Park District, located at 16741 Conestoga St., at the New Century AirCenter. 

Contract for EV charging station project

RFP No. 2024-063. Consider authorizing a contract with Olsson Associates, for Electric Vehicle Charging Station Pre-Construction Engineering, in the amount of $233,947.53, pending Kansas Department of Transportation process review and funding approval.

Revised HR policies for certain employee benefits

Resolution No. 039-25. Consider adopting revised Human Resource Policies 504 and 505 pertaining to certain employee benefits to be effective April 17, 2025. 

Contract for utility locating services

Request for Proposal No. 2024-046. Consider authorizing a contract with USIC Locating Services, LLC, for utility locating services within the Consolidated Main Sewer District at a cost not to exceed $2 million for a 1-year term with the option to renew annually for four additional 1-year terms.
