Board of County Commissioners appoints Director of Appraiser Operations

The Johnson County Board of County Commissioners on March 27 appointed Carolyn Logan as Director of Appraiser Operations for Johnson County Government. Logan will begin work at the county on April 15.
Logan has 20 years of government appraisal experience in Fayette County, located in Lexington, Kentucky. During her time there she moved up from assessor roles in the residential, agricultural and commercial sectors to department supervisor to the role she is now vacating called Chief of Staff. In Fayette County, the county tax assessor is elected. Logan has served in the top staff (non-elected) role in her office since 2009.
While in Lexington, Logan supervised an office staff of 20 and managed an annual property tax roll of $36 billion. Her education includes two master’s degrees, one in information systems and another in Geospatial Data Science, both from Murray State University.
“Carolyn Logan brings a wealth of education and experience to Johnson County,” said Mike Kelly, Chairman of the BOCC. “We look forward to her leadership.”
Former Johnson County Appraiser David “Beau” Boisvert retired from the county in January 2025. Kara Endicott has served as Interim Appraiser and will maintain that role while Logan completes the requirements established by Kansas Department of Revenue’s Property Valuation Division to serve as the County Appraiser.
Logan will run the office and manage the team, while Endicott will handle the statutorily required duties of the Appraiser’s Office until Logan meets the state’s requirements to fulfill all duties of County Appraiser.
Logan said she was drawn to the appraiser position in Johnson County because of the county’s reputation for excellence. “Every aspect of Johnson County local government, including the Appraiser’s Office, exudes excellence. It is my intention to continue this legacy as County Appraiser,” she said.
