2024 CAPER and 2026 Needs Assessment Public Hearings

The Community Development division is holding two public hearings, one to receive comments on the 2024 Consolidated Annual Performance Evaluation Report and another to determine how 2026 CDBG and HOME funds should be prioritized.
The hearings will take place on March 19, 2025 at 9 a.m. in the Carmack Community Room at the Central Resource Library, 9875 W. 87th St. Overland Park, KS 66212. In addition to in-person, you will also have the option to attend virtually.
Consolidated Annual Performance and Evaluation Report (CAPER)
The first public hearing will be on the draft of the Consolidated Annual Performance and Evaluation Report (CAPER) Jan. 1-Dec. 31, 2024.
The CAPER describes how Community Development Block Grant and HOME Investment Partnerships funds were used to accomplish program objectives during 2024. Once available, you will be able to view the draft CAPER at the Community Development Office, Suite 2000 at the County Administration Building, or online.
Housing and Community Development Needs of Low-to-Moderate-Income Residents
The second public hearing will be on the housing and community development needs of low-to moderate-income residents to be addressed by the CDBG and HOME programs in 2026.
The hearing will gather input to assess the community development and housing needs of extremely low to moderate income residents. It will also propose plans and programs to meet those needs in cooperation with cities and county departments or other bodies, both public and private, for consideration by the Board of County Commissioners.

Provide Comments: You can provide comments on the CAPER or housing and community development needs to the Community Development Coordinator, Suite 2000 at the County Administration Building, via phone at 913-715-2245, fax at 913-715-2222, or email at cdbg@jocogov.org. You will be able to fill out a survey on the 2026 Needs Assessment in 2025.
Special Accommodations: If you require special accommodation (i.e., qualified interpreter, hearing assistance, etc.) to participate in this public hearing, please notify the Community Development Coordinator no later than 48 hours prior to the scheduled commencement of the meeting.
