The Civilian Specialist (CS) is a non-sworn position with a primary assignment in the Detention Bureau but may be assigned to other areas of the agency based on operational need. CS's provide support for sworn deputies, working right alongside them and having direct inmate contact. This is a perfect step for you to learn everything about the agency, while being afforded the same County benefits and building your retirement packages. 

CS's will attend approximately eight (8) weeks of academy style training that will include defensive tactics, physical exercise elements and OC exposure. CS Supervisors will place you in an assignment based on agency needs. From there you will have the chance to cross-train other assignments and eventually work towards other opportunities for career advancement.

ASSIGNMENT DESCRIPTIONS

 

ALARM MONITORING


Initial point of contact with the public via phone calls that come into the JCSO Detention Centers. Assist with ensuring facility security via live video feeds.

BOOKING


Interview incoming inmates by collecting important personal information and processing vital paperwork.

CLASSIFICATIONS


Conduct interviews with inmates in order to help determine appropriate housing based on multiple assessments and communicate with all levels of detention staff to maintain proper safety and security of the inmates and staff.

CONTROL CENTERS


Monitor and log incoming and outgoing traffic within modules, oversee visitations, observe activity during normal module operations and report any unsafe or suspicious behaviors to deputies.

COURT SERVICES


Schedule transport arrangements to and from court and other facilities, assist with custody slips, court paperwork and appearances via video court.

LOBBY


In-person contact with visitors and legal representatives, set up in-person and virtual visits for inmates, maintain security of facility by screening and identifying individuals who enter and exit the lobby.

MAILROOM


Responsible for opening & inspecting all non-privileged mail to ensure safety & compliance of regulations, assist with managing delivery of pre-approved mail & packages to inmates, handle day-to-day operations with the Post Office.

PERSONNEL


Conduct background checks for individuals with access to County buildings. Public fingerprints, attend community engagement and recruiting events. Provide tours, interview and assist with paperwork of new employees.

PROGRAMS


Oversee inmate requests for special diets, haircuts, religious accommodations, book exchanges, board/card games and collaborate with approved volunteers to deliver specific programs to the inmates.

PROPERTY


Inventory, log, securely store & label inmate personal property upon intake, manage additions & removals from an inmate's personal property during their time in custody, assist with movement of inmate property when moved or released from the facility.

RECORDS


Manage all paperwork relating to an inmate in our custody and release of inmates from our custody. Create and maintain digital files and working closely with the Shift Commander for these processes.

TRAINING


Help provide training through verbal presentations and hands-on physical elements, such as defensive tactics, to our new deputy and CS staff members. Assist with public training efforts as necessary.

 

 

The JCSO is a 24/7 operation (twenty-four-hour, seven-days-a-week).

As a Civilian Specialist you may be assigned to work any shift and any day of the week, including holidays.

 

 

 

 

 

CS EMPLOYMENT INFORMATION

SALARY AND BENEFIT INFORMATION

 

CS SALARY

  • Starting: $23.18 per hour ($48,222.54 annually)
  • Each year longevity bonuses can be paid out in a lump sum, hourly pay increase or PTO (paid time off).

HEALTH CARE

You have the option of participating in one of the Blue Cross/Blue Shield insurance plans, as well as the dental and vision plans. There is also the option of life insurance and county provided short-term disability insurance.

RETIREMENT

From your first day of employment, you will be participating in the Kansas Public Employees Retirement system (KPERS). Your contribution amount in the system is 6% of your gross pay. You can find additional information at www.kpers.org.

DEFERRED COMPENSATION PLANS

457(b) is a voluntary retirement plan that offers a tax-deferred option to additionally fund your retirement. The plan consists of several different investment options. Along with this deferred compensation plan, Johnson County will set up a secondary deferred compensation plan, 401(a), where a matching contribution will be made.

VACATION LEAVE AND HOLIDAY PAY

Vacation leave is earned at the rate of 4 hours per pay period, (24 pay periods). The rate earned increases with longevity, earning 7.25 hours per pay period (24 pay periods) starting at year 20. You also receive Holiday Pay for working on holidays designated by Johnson County.

SICK LEAVE

Sick leave at the rate of 4 hours per pay period (24 pay periods). Your unused sick leave will accrue and at your retirement, a percentage of the unused sick leave will be paid to you, up to, but not exceeding the cap set by the county.

TUITION REIMBURSEMENT

Tuition reimbursement is available for courses attended while a full-time employee in a degree program that is from an accredited college.  This could be up to $4,000/year.

RELOCATION REIMBURSEMENT

We will pay for moving expenses that are necessary and reasonable for bringing new employees closer to the area. Moving expenses will be reimbursed up to $2,500 for those who currently reside more than 150 miles from their designated work site upon employment.

MINIMUM REQUIREMENTS

Prospective Civilian Specialist applicants must meet ALL of the minimum requirements:

  • Must be 18 years of age by your hire date.
  • High School diploma , G.E.D. Certificate or equivalent (Applicants must be able to read, write and speak English fluently).
  • Honorable Discharge from the Military (if applicable).
  • United States Citizen or legally allowed to work in the United States (We do not provide work Visa sponsorships).
  • Valid driver’s license with limited traffic record.
  • May not have any felony convictions, or other restrictions per KSA 74-5605 or its equivalent under the Uniform Code of Military Justice.

HIRING PROCESS

INITIAL APPLICATION

  • Within five (5) business days after completing the initial application process, you will be sent an e-mail from Guardian Alliance with a link to the Personal History Questionnaire (PHQ). This PHQ must be completed in detail, submitted electronically and in a timely manner. The PHQ is a comprehensive document covering all aspects of an applicant’s background. 

PANEL INTERVIEW

  • A standardized panel interview will be conducted to assess the applicant’s personality, character, work habits, motivation, qualifications and various other matters relevant to the position.

POLYGRAPH

  • Applicants will be interviewed by a Sheriff’s Office polygraph examiner. The polygraph examination will explore the information provided on the application and information relating to the panel interview.

BACKGROUND INVESTIGATION

  • An in-depth background investigation will be conducted. During this phase, referenced and non-referenced individuals will be contacted regarding your employment history, and associations including family, friends, and neighbors. Your work history, driving record, financial record, as well as any civil or criminal history will also be reviewed. Our efforts are designed to gain a comprehensive understanding of the applicant to ensure only those candidates who have demonstrated the highest values are selected. Candidates must exemplify the highest moral and ethical standards.

MEDICAL/DRUG ANALYSIS

  • As part of the conditional offer of employment, applicants must successfully pass a medical and drug screening test.

PSYCHOLOGICAL INTERVIEW

  • As part of the conditional offer of employment, a psychologist retained by the Sheriff’s Office will evaluate each applicant’s interpersonal skills, personal traits and other factors that have a relationship to the successful performance of assigned duties.

SHERIFF'S HIRING BOARD

  • Applicants will be interviewed by a Sheriff’s Hiring Board, who will make a recommendation concerning employment as a Civilian Specialist.
