The Civilian Specialist (CS) is a non-sworn position with a primary assignment in the Detention Bureau but may be assigned to other areas of the agency based on operational need. CS's provide support for sworn deputies, working right alongside them and having direct inmate contact. This is a perfect step for you to learn everything about the agency, while being afforded the same County benefits and building your retirement packages.
CS's will attend approximately eight (8) weeks of academy style training that will include defensive tactics, physical exercise elements and OC exposure. CS Supervisors will place you in an assignment based on agency needs. From there you will have the chance to cross-train other assignments and eventually work towards other opportunities for career advancement.
Initial point of contact with the public via phone calls that come into the JCSO Detention Centers. Assist with ensuring facility security via live video feeds.
Interview incoming inmates by collecting important personal information and processing vital paperwork.
Conduct interviews with inmates in order to help determine appropriate housing based on multiple assessments and communicate with all levels of detention staff to maintain proper safety and security of the inmates and staff.
Monitor and log incoming and outgoing traffic within modules, oversee visitations, observe activity during normal module operations and report any unsafe or suspicious behaviors to deputies.
Schedule transport arrangements to and from court and other facilities, assist with custody slips, court paperwork and appearances via video court.
In-person contact with visitors and legal representatives, set up in-person and virtual visits for inmates, maintain security of facility by screening and identifying individuals who enter and exit the lobby.
Responsible for opening & inspecting all non-privileged mail to ensure safety & compliance of regulations, assist with managing delivery of pre-approved mail & packages to inmates, handle day-to-day operations with the Post Office.
Conduct background checks for individuals with access to County buildings. Public fingerprints, attend community engagement and recruiting events. Provide tours, interview and assist with paperwork of new employees.
Oversee inmate requests for special diets, haircuts, religious accommodations, book exchanges, board/card games and collaborate with approved volunteers to deliver specific programs to the inmates.
Inventory, log, securely store & label inmate personal property upon intake, manage additions & removals from an inmate's personal property during their time in custody, assist with movement of inmate property when moved or released from the facility.
Manage all paperwork relating to an inmate in our custody and release of inmates from our custody. Create and maintain digital files and working closely with the Shift Commander for these processes.
Help provide training through verbal presentations and hands-on physical elements, such as defensive tactics, to our new deputy and CS staff members. Assist with public training efforts as necessary.
You have the option of participating in one of the Blue Cross/Blue Shield insurance plans, as well as the dental and vision plans. There is also the option of life insurance and county provided short-term disability insurance.

From your first day of employment, you will be participating in the Kansas Public Employees Retirement system (KPERS). Your contribution amount in the system is 6% of your gross pay. You can find additional information at www.kpers.org.
457(b) is a voluntary retirement plan that offers a tax-deferred option to additionally fund your retirement. The plan consists of several different investment options. Along with this deferred compensation plan, Johnson County will set up a secondary deferred compensation plan, 401(a), where a matching contribution will be made.
Vacation leave is earned at the rate of 4 hours per pay period, (24 pay periods). The rate earned increases with longevity, earning 7.25 hours per pay period (24 pay periods) starting at year 20. You also receive Holiday Pay for working on holidays designated by Johnson County.
Sick leave at the rate of 4 hours per pay period (24 pay periods). Your unused sick leave will accrue and at your retirement, a percentage of the unused sick leave will be paid to you, up to, but not exceeding the cap set by the county.
Tuition reimbursement is available for courses attended while a full-time employee in a degree program that is from an accredited college. This could be up to $4,000/year.
We will pay for moving expenses that are necessary and reasonable for bringing new employees closer to the area. Moving expenses will be reimbursed up to $2,500 for those who currently reside more than 150 miles from their designated work site upon employment.
