The Section 8 Housing Choice Voucher (HCV) Program is a federally funded program designed to provide subsidies to very low and extremely low income families, allowing them to locate decent, safe housing while maintaining their rental payments at an affordable level. The program also offers an incentive to private property owners to rent to low income families by offering timely, consistent subsidy payments, yearly inspections, and mediation.
The Housing Authority administers Section 8 (HCV) for the cities of De Soto, Edgerton, Gardner, Lenexa, Merriam, Mission, Overland Park, Prairie Village, Roeland Park, Shawnee, Springhill and Westwood areas, Leawood, Fairway, and Stillwell.
Final Notice and Public Explanation of a Proposed Activity in a 100-Year Floodplain
To: All interested Agencies (Federal, State, and Local), Groups and Individuals:
This is to give notice that the Johnson County Housing Services has conducted an evaluation as required by Executive Order 11988 and 11990, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Wetlands Protection. The activity is partially funded under the U.S. Department of Housing and Urban Development (HUD) Home Investment Partnerships program (HOME), via the Johnson County HOME Grant No. M-19-DC00206, and the developer may apply for additional Federal funds from the Kansas Housing Resources Corporation (KHRC) in early 2021. The proposed project is located north of West 174th Street and east of Kill Creek Road in Gardner, Johnson County, Kansas. The scope of the project will include land acquisition of approximately 14 acres, excavation/grading, new construction of twenty (20) buildings, utility connections, paving, landscaping and other activities generally associated with new construction. The project is expected to be completed in two phases. According to the Flood Insurance Rate Map for the project site (Panel Number 20091C0104 G, effective August 3, 2009), the northern portion of the parcel is infringed by the Future Conditions 100-year Floodplain (Flood Zone x), and the remainder of the parcel being outside the Future 100-year Floodplain. A total of 4.12 acres have been identified as a Future Conditions 100-year floodplain.
Johnson County Housing Services has considered the following alternatives and mitigation measures to be taken to minimize adverse impacts and to restore and preserve natural and beneficial values: Johnson County Housing Services has reevaluated the proposed action and determined that the action is still practicable in light of its potential exposure to flood hazards in the floodplain. Practical alternatives to relocate the project outside of the floodplain are not available. It is not feasible to move the housing development out of the Future Conditions 100-year Floodplain Flood Zone X due to impacts on other sites, including farmland conversion, land cost, and proximity to employment and amenities. A No Action alternative was considered and rejected because taking no action would not address the vital need for safe and affordable housing. FEMA will not issue a final or conditional LOMA or LOMR as the proposed development infringes only upon the Future Conditions 100-year Floodplain (Flood Zone X). However, to minimize the flood hazard, the site, all structures and any access routes will be elevated to a minimum two feet above future Base Flood Elevation as anticipated on the referenced FIRM Panel Number 20091C0204 G, designed and certified as such by an engineering firm licensed in the State of Kansas to perform such services. It is Johnson County Housing Services’ determination that the preferred action is implementing the proposed project.
Johnson County Housing Services has reevaluated the alternatives to building in the floodplain or wetland and has determined that it has no practicable alternative. Environmental files that document compliance with steps 3 through 6 of Executive Order 11988 and 11990, are available for public inspection, review and copying upon request at the times and location delineated in the last paragraph of this notice for receipt of comments.
There are three primary purposes for this notice. First, people who may be affected by activities in floodplains or wetlands and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains and wetlands can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains or wetlands, it must inform those who may be put at greater or continued risk.

IMPORTANT COVID-19 UPDATE (May 13, 2020)
Effective Wednesday, May 13, the Johnson County Housing Authority office will reopen.
Income change reports are being accepted in person. Refer to signage at front door for location and directions.
Elevated measures to protect your health and safety, as well as our own, during the COVID-19 pandemic remain in effect.
With COVID-19 reaching pandemic status and active cases surfacing in Johnson County, our top priority is maintaining the safety and well-being of our clients, landlord partners and employees.
We are actively following direction and recommendations from HUD, CDC, State and County officials to help prevent the spread of germs and infection.
Because there is currently no vaccine, the best way to protect yourself from COVID-19 is to avoid being exposed and practice preventive measures which can be found at the CDC website.
For HCV Participants in re-certification, please send Tenant Data Sheet and all required documents via e-mail, fax, US Mail or place in drop-boxes located on the front of our building.
For HCV Participants reporting income, certifications, or other changes, please complete Change Form or No Income Certification and provide required documents via e-mail, fax, US Mail or place in the large drop-box located at the front of our building.
Johnson County Housing Authority will no longer make copies. It will be the HCV Participant’s responsibility to provide copies of all required documents.
Annual HQS Inspections are being postponed until further notice. Move-in inspections of unoccupied units will continue.
