Johnson County received a one-time allocation of $3,977,106 of additional HOME Investment Partnerships Program grant funds through the American Rescue Plan. Called HOME-ARP, the funds were awarded to provide housing and supportive services to Qualifying Populations (QPs), as defined in the HOME-ARP regulations found here: CPD-21-10These funds are distributed to state and local Participating Jurisdictions (PJs) through the Department of Housing and Urban Development’s (HUD) existing HOME Investment Partnerships (HOME) Program allocation formula.

HOME-ARP Supportive Services Applications

Johnson County Housing Services is making available $700,000 of HOME-ARP Supportive Services grant funding to subrecipients (non-profits, faith-based organizations, and Johnson County Departments) to distribute to HOME-ARP Qualifying Populations in need. Eligible expenses are move in assistance, utility, rent, and transportation assistance. Priorities for this funding include at least $500,000 for rent assistance and projects that will coordinate with the Eviction Mediation Program.

Applications will be accepted June 16 through noon on July 18, 2025 by email to heather.mcneive@jocogov.org.

HOME-ARP Allocation Plan

Johnson County received notice on July 7, 2025 of an additional award of $5,970 of HOME-ARP funds. This will be added to the Supportive Services allocation for direct administration by Johnson County. This change requires a substantial amendment to the HOME-ARP Allocation Plan. Public comments are being accepted on the revised allocation plan from July 15 through 5 p.m. on Aug. 15.
