Adult House Arrest
The House Arrest program strictly limits a client’s movement in the community through electronic monitoring and uses cognitive-based interventions to help change behavior.
The House Arrest Department is located within the Adult Residential Center and operates 24 hours a day.
House Arrest Officers (HAO) Working Hours

*Only direct sentences/post-imprisonment sentences released from jail and ordered to the program or bonds with holds elsewhere that have agreed to report immediately upon release will be accepted for intake on weekends. Clients must have transportation and report directly from jail.
Clients must have their own cell phone. All HA equipment is cellular-based, and some equipment needs to be able to send text messages.
District Cases (Including Traffic Cases)
Clients ordered to House Arrest due to a Johnson County District Court case will be directed to report straight from court, or the jail will notify House Arrest when the client can be signed for and picked up. House Arrest supervises bond cases, direct sentences, confinement time for DUI cases, and internal sanctions.
Municipal/Courtesy Cases
Please Note: Johnson County House Arrest no longer provides services for municipal cases unless they are an appeal, or the client also has a district case ordered to the program at that same time.
To be accepted for the program, clients must meet the following requirements:
- Be approved for the program, and space must be available.
- Cannot have an outstanding balance with the House Arrest Program/Department of Corrections.
Bond Information Needed
- Who is the bondsman? Or is the client paying cash? Is it a pr (personal recognizance) bond? Or is it ORCD ($250 deposit)
- We will need to verify the client’s address he/she wishes to reside while on the program.
- The client needs an active cell phone, and we need to be able to verify where the client is
- Phones cannot be borrowed until the client gets a new one
- Phones must be activated prior to approval for release from jail.
- phones must be fully operational with text and call capabilities
- phones cannot be Wi-Fi only, text now, or Google numbers
- An emergency contact name and number, preferably someone living in the home with the client.
- The client will have to address any previous fees owed.
- Any outstanding monitoring equipment must be returned before approval will be granted.
- Pay attention to no contacts issued by the court; victims cannot be involved in the bonding process, and victims will be contacted to set up exclusion areas.
- Clients can be approved to live out of state, but it’s on a case-by-case basis, and interstate compact guidelines must be followed.
- If a client is approved for an out-of-state address or an address outside the metro, proof of a travel plan must be provided.
Cost
Fees must be paid at intake. Otherwise, the client will be denied until payment is made.

Note: Clients are also responsible for:
- Urinalysis
- Any damage to the equipment
- Failure to return equipment, resulting in:
- Being charged for the full cost of replacement
- Felony theft charges being filed with the District Attorney’s Office.
Payments
Payments for house arrest-related charges can be paid in a number of ways. To learn more, visit our Payment Information page.
The client is responsible for all charges as they accumulate, and failure to make payments may result in a violation.
If the client cannot pay fees in full upon completion of the program, a payment plan can be created.
Failure to make payments will result in the balance being sent to the Kansas State Set-Off program. Unpaid past balances may result in future denial to the program until the balance is addressed or some effort is made towards what is owed.
Frequently Asked Questions
- Clients must have a working cell phone. This is to maintain a way for House Arrest Officers to communicate with clients, not just for the operation of equipment.
- The cell phone cannot be Wi-Fi only or TextNow.
- If placed on a Remote Breath Unit, a cell phone is required to receive test alerts.
- Clients must have a stable residence with utilities. Equipment will need electricity to charge. Long-term hotel/motel stays can be approved on a case-by-case basis.
This can be approved on a case-by-case basis or by the sanctioning probation officer. Anyone on probation or in probation revocation status will have to meet the federal requirements for the interstate compact to live outside of Kansas.
You are responsible for your travel to and from the House Arrest Office.
- Bonds involving a bondsman will be transported by the bondsman.
- Direct/Traffic Court Sentences must have a ride secured from the jail to the House Arrest Office.
Yes, you must sign a Release of Information and provide your House Arrest Officer (HAO) with pay stubs and/or time sheets as verification of hours worked.
Clients placed on House Arrest receive case management from House Arrest Officers (HAO). The HAO provides their expertise, ensuring that a client can adequately address their specific issues to facilitate change by making available:
- Mental health services
- Drug and alcohol treatment
- Domestic Violence/Batterer’s intervention
- A wide array of educational and counseling options
The HAO routinely refers clients to community-based treatment and monitors their compliance with required programming.
HAOs also maintain a high level of contact with:
- A client's employer
- A client's family
- Any party that plays a significant role in a client's life
Each assigned client will meet with their HAO at least once per week to verify activities and ensure compliance with court orders and program rules.
