Johnson County Community Developmental Disabilities Organization (CDDO) Procedures

Johnson County's Community Developmental Disabilities Organization (CDDO) contracts with the Kansas Department of Aging and Disability Services. The written procedures below specify how the duties and requirements of the CDDO will be met within each service area.

Implementation Responsibilities of the CDDO

Johnson County CDDO will develop and implement procedures to ensure compliance with the Developmental Disabilities Reform Act (DDRA) and the Kansas Department for Aging and Disability Services (KDADS) regulations and policies pertaining to the Act.

Eligibility Determination and Access

Prior to completion of a functional assessment by the CDDO, an individual must be determined eligible for IDD services with documentation indicating the individual has a qualifying intellectual and/or developmental disability as defined in the Developmental Disabilities Reform Act.

Uniform Access to Services

Each eligible individual through the CDDO will receive equal treatment and access to services regardless of severity of disability.

Quality Enhancement Procedures

The CDDO will ensure that each service provided by an Affiliate of the CDDO is consistent with the requirements listed under DD Reform Regulation 30-64-26.

Quality Assurance Procedures

Johnson County CDDO will assure that quality, person-centered services are provided to eligible individuals. The Quality Assurance Committee (QAC) of the CDDO will be responsible for assuring this quality.

Continuity and Portability Procedures

Johnson County CDDO will ensure that each person who has applied for, accepted and begun receiving services continues to receive services consistent with her/his person-centered support plan, as long as the funding support for those services continues, or until the person or her/his legal guardian, if one has been appointed, requests that services be discontinued.

Gatekeeping Procedures

Johnson County CDDO will ensure that Johnson County applicants for Intermediate Care Facilities for Individuals with Intellectual Disabilities (ICF-IID) services will receive information regarding alternative services in the community so that an informed decision may be made that is consistent with the individual’s preferred lifestyle

Waiting List Procedures

Johnson County CDDO will coordinate the process to access Home and Community Based Services (HCBS) waiver funding from the statewide waiting list.

Fiscal Management Procedure

Johnson County CDDO shall expend funds received from the contract with KDADS pursuant to article 30-64 according to applicable Kansas statutes for State Aid Funds.

Affiliate Provider Enrollment Procedures

Any person or agency that provides services or seeks to provide services to individuals with intellectual and developmental disabilities (IDD) in Johnson County must affiliate with the CDDO in order to receive reimbursement through Medicaid, the Home and Community Based Services (HCBS) Waiver or state aid funds.

Abuse, Neglect, and Exploitation Procedures

All employees and volunteers of Johnson County CDDO and Johnson County Affiliates are presumed to be mandated reporters of suspected ANE as defined by Kansas Administrative Regulation 30-63-28. Any suspicion of ANE must be reported to the Kansas Protection Report Center (KPRC).

Affiliate Access to Welligent

Welligent system access will be granted to eligible Community Service Provider (CSP) staff that complete the necessary application and are approved by the Community Developmental Disabilities Organization (CDDO).

Council of Community Members Dispute Resolution Procedures

The JCDS Governing Board, in meeting its obligations as a Community Developmental Disabilities Organization (CDDO) under Kansas Statutes Annotated (K.S.A.) 39-1805 as a part of the Developmental Disabilities Reform legislation hereby will organize a said Council of Community Members (CCM).

The JCDS Governing Board, in meeting its obligations as a Community Developmental Disabilities Organization (CDDO) under Kansas Statutes Annotated (K.S.A.) 39-1805 as a part of the Developmental Disabilities Reform legislation hereby will organize a said Council of Community Members (CCM).

Crisis & Exception Procedures

Prior to submitting the Crisis and Exception Request, the individual must have been determined eligible for I/DD services and have a functional assessment (BASIS) performed within the past 365 days.

Functional Assessment Appeals Process

An initial functional assessment must be completed upon Intellectual and Developmental Disabilities (I/DD) eligibility determination and annually thereafter for recipients of Home and Community Based Services (HCBS).

Targeted Case Management Procedures

Johnson County CDDO will affiliate with individuals or organizations to provide case management services to each person waiting for and/or receiving services and requesting case management.

Behavior Tracking and Interventions - Functional Assessment Process

In order to capture behavioral supports on the functional assessment, daily tracking must be submitted. This information must be written documentation and received prior to submitting the assessment to the State.
