Minor Home Project Outline

The first step for either the Minor Home Rehabilitation or HOME Rehabilitation programs at Johnson County Housing Services is completing and submitting an application with necessary documentation.

Funding structure, potential timelines and eligible repair caps differ in the programs.

The services are funded from grants by the U.S. Department of Housing and Urban Development. No county funding is used in housing repairs and improvements.

“We estimate 80% of our home repair program clients are over age 62,” said Heather McNeive, director of Housing Services. Key guidelines generally are the same for either program.

Who

Applicants must be low-to-moderate-income Johnson County residents who own and occupy the residence. They must be current on the payment of property taxes and mortgage payments, if applicable. The home cannot be for sale. The program does not fund home remodeling.

Income limits are based on median annual income guidelines published by HUD: $62,400 for one-person households and $71,300 for two-person households are the current limits. The guidelines are changed annually by HUD.

Applications must include all persons living in the home and their income for income eligibility determination. They are required to provide supporting documentation for income verification.

What

For Minor Home Rehab, Housing Services can assist homes of any value except for Overland Park where the appraised value of the home must be equal to or less than $304,000.

For all HOME Rehab projects, the appraised value of a residence cannot exceed $304,000. This amount is adjusted annually by HUD.

Both programs require a property inspection, assessment of eligible repairs and contractor availability. Housing Services does not make emergency home repairs.

Where

Housing Services’ HOME Rehabilitation program serves all of Johnson County. For Minor Home Rehabilitation, Housing Services does not serve residents in Olathe or Lenexa. Both cities have housing rehabilitation/repair services for their eligible applicants/residents.

When

There’s a “solid” waiting list for HOME Rehabilitation services. Once Minor Home Rehabilitation applications are received, applicants can expect to be contacted within 60 days to get started.

The timeframe between application and project approval/start for services is impacted by contractor and funding availability.
