Why isn't the WaterOne website a part of Johnson County Government's website?

The Johnson County Government website is designed to provide information concerning  County services available to them through the County Government.  WaterOne is not connected to county government in any way.  To quote from their website, WaterOne has no taxing authority and is not part of Johnson County Government.  Their revenue is the result of water sales, and system development charges.  The seven-member Board of Directors are elected, at large, for four-year terms.  For additional information about the company, see their website at http://www.waterone.org/au_general.htm.
