The Departments of Human Resources and Treasury & Financial Management provide many services to the employees of Johnson County. The Human Resources Department’s focus is on compensation, employment, training, and employee relations. Treasury & Financial Management is responsible for payroll and benefits.
Specifically, the Human Resources Department provides direct client support to departments and agencies in the areas of recruitment and retention and develops strategies to address current and anticipated workforce trends. It also develops and provides employee training and development programs.
To support a productive work environment, Human Resources also provides direct employee relations support to departments/agencies, including the development and application of HR Policies and Procedures, oversight of employment-related legal matters (FLSA, FMLA, etc.), and administration of the county’s employee service recognition program.
The Human Resources Departments further provides direct client support to departments/agencies in the areas of classification and compensation, including administration and oversight of the County’s compensation program, and provides guidance and support related to the County’s Human Resources Information System.
The Benefits division is responsible for managing the benefit programs for Johnson County employees, including health, dental, vision, life insurance, sick disability, deferred compensation, supplemental retirement, and flexible spending accounts for medical and dependent care reimbursement.

The Payroll group is responsible for processing all employee wages, withholding all appropriate taxes on wages, filing of payroll tax reports, deducting benefits, garnishments, and other authorized items from employee wages for Johnson County, Kansas Government. This includes the collection of time, generation of disbursements, labor costing, and the retention of all historical data.
