Tanner Banion - Staff Auditor II
Tanner joined Johnson County Audit Services in July 2022. He has more than a decade of experience working in the local, state and federal levels of government, including the U.S. House of Representatives, General Services Administration, State of Kansas, University of Kansas and City of Roeland Park, KS.
He holds two degrees from Kansas State University: a B.A. in Political Science and a Master of Public Administration. He is a member of the Association of Local Government Auditors.
Michelle Cleveland - Senior Auditor
Michelle joined Johnson County Audit Services in March 2005 as a Staff Auditor. She was promoted to Senior Auditor in August 2012. Michelle has participated in over 25 performance audits in many different areas of the County government. Prior to joining Johnson County, Michelle worked for the Missouri State Auditor’s Office in Kansas City, MO as a Senior Auditor. In total she has over 20 years of experience working for government, over 16 years of that have been in auditing
Michelle has a B.A. in Criminal Justice Administration from Park University in Parkville, MO. She is a Certified Fraud Examiner and an active member of the Association of Certified Fraud Examiners, Institute for Internal Auditor, Association of Local Government Auditors, and is the Awards Chair for the Kansas City Chapter of the Association of Government Accountants.
Michael Eglinski - Senior Auditor
Michael joined Johnson County Audit Services in July 2017. He has over 25 years of experience in local government auditing. He worked for the City Auditors Office and Mayor’s Office in the City of Kansas City, Missouri. He was the City Auditor for the City of Lawrence.
Michael has a Bachelor of Science degree in economics from the University of Kansas and a Masters of Social Sciences from Stockholm University. His master’s thesis was a case study of a performance audit conducted by the Swedish National Audit Bureau. He has been an active member in the Mid-America Intergovernmental Audit Forum Executive Committee and is active in the Association of Local Government Auditors.
Huguette Essoh Latte - Senior Auditor
Huguette joined the Johnson County Audit Services in July 2022. Prior to joining Johnson County, she worked as an Internal Audit Manager for the City of Minneapolis, MN.
Before her transition into local government, Huguette spent most of her career in the financial services industry as an Internal Auditor at Discover Financial Services (Chicago, IL) and Sallie Mae (Newark, DE), and as a Credit Risk Analyst at the National Bank of Canada (Montreal, Canada). Huguette started her career as a Financial Auditor with KPMG LLP (Boston, MA).
Huguette holds a Master of Science in Accounting as well as a Bachelor’s degree with a major in Accounting and a minor in Communications from Suffolk University in Boston, MA. She is a Certified Internal Auditor and a member of the Institute of Internal Auditors and the Association of Local Government Auditors.
John Halliday - Senior Auditor
John joined Johnson County Audit Services as a Senior Auditor in July 2015. He came to Johnson County with a wealth of experience in the audit, accounting, and banking industries; including Missouri Gas Energy, National Bank, Sprint PCS and RSM McGladrey.
John has a B.S. in Finance from the University of Nebraska – Lincoln. He is a Certified Bank Auditor and an active member of the Association of Local Government Auditors, Association of Government Accounts, and the Institute of Internal Auditors.
Harry Heflin - County Auditor
Harry joined Johnson County Audit Services in September 2015. Prior to joining Johnson County, Harry has an impressive history of experience in both the military and civilian services. In his military career he served in the US Army from 1967 through 1970, then in the US Air Force Reserves from 1980 through 2009 when he retired as Inspector General from Pope AFB in Ft. Bragg, NC. In his civilian career, he spent most of his time in public service for the US Army Corps of Engineers, the Federal Aviation Administration and the Environmental Protection Agency, which included 26 years as the Regional CFO for the FAA Central Region.
Harry has a B.S.B.A. in Accounting and an MBA from University of Central Missouri in Warrensburg, MO. He is a Certified Public Accountant, Chartered Global Management Accountant, and a Certified Government Financial Manager. He is the Accountability Chair of the Kansas City Chapter of Association of Government Accountants, and is also an active member of the Institute of Internal Auditors, Association of Certified Fraud Examiners, Association of Local Government Auditors, and both KS and MO State Societies of Certified Public Accountants.
Kyra Sprenger - Staff Auditor
Kyra joined Johnson County Audit Services in July 2022. She came to Johnson County with experience in the banking and financial services industry, including NBKC Bank and Security Bank of Kansas City. Kyra has a Bachelor of Business Administration degree in Finance and a Master of Business Administration degree from Midwestern State University in Wichita Falls, TX.
